Officer, (202) 782-1280. The Government intends to negotiate on an
other than full and open competitive basis with Neuromedical Systems,
Inc., for Image Processing Services. The contractor will screen 6,000
cervical Pap Smear slides using the Papnet image processing system, and
provide to the Armed Forces Institute of Pathology tapes containing 128
selected images of each smear, ordered by degree of abnormality. The
lab processing these images must have the capability of image selection
using a neural-network algorithm, which is implemented in the
hardware/software of the system. The image acquisition system and the
results of its application in other studies must be described in the
open and refereed scientific literature, and must have either been
approved by the Food and Drug Administration or must be in the process
of clinical investigation in pursuit of pre-market approval by the
FDA. The system utilized for these services must utilize routine
routinely prepared Pap smears. Systems which are restricted to
monolayer preparations are not acceptable. All responsible sources may
respond to this announcement and will be considered by the Government.
