CONTRACTING OFFICER, 505/846-6283. DESCRIPTION OF WORK: The contractor
will perform the Management and Operation of the Phillips Laboratory
Logistics Material Control Activity (LMCA) at Kirtland AFB, NM. The
contract period is for the basic year and 4 one-year options. The
contractor will provide all personnel, equipment, tools, material,
supervision and services necessary to perform the Logistics Material
Control Activity (LMCA) at Kirtland AFB. The LMCA performs the
following general functions: Maintenance of equipment authorized
accountability requirements (Inventory Management), Maintenance of
Automated Material Control System (AMCS) requirements (Inventory
Records), Maintenance of the Information Processing Management System
(IPMS) requirements (Automatic Data Processing Equipment (ADPE)
records), processing of requests for supplies and equipment, and
performance of material handling requirements (distribution). This will
be a Two-Step-Sealed Bid solicitation. Letter requests for Technical
Proposals will be issued on or about 30 June 1995. To obtain a Letter

Proposals will be approximately thirty (30) days from the issue date.
Evaluation of Technical Proposals will be completed in approximately
two weeks. In Step-Two, solicitation F29650-95-B0024 will be issued
only to those contractors found to be technically acceptable during
Step-One. Bids will be received approximately 30 days from the due date
of Technical Proposals. Award will then be made to the lowest,
responsible, responsive bidder. The proposed contract is 100 percent
set-aside for small business (SB) concerns. The SIC Code will be 8744
with size standard of a total of $5.0 million gross profits. Firms
responding to the announcement should indicate whether they are or are
not a small, small disadvantaged and/or woman-owned business. Send

appointed to hear concerns from offerors or potential offerors during
the technical proposal development phase of this acquisition. The
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to address concerns during the technical proposal development
phase of the acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
