Produce and distribute the Job Order Contract (JOC) technical documents and maintain/update the automated JOC Unit Price Book (UPB) System, which serves as the national data base, and was originally generated from the U. S. Army Corps of Engineers Computer-Aided Cost Estimating System (CACES). The primary objective of this procurement is to secure services for the maintenance, production, and distribution of the JOC technical documents and associated JOC software. The secondary objective is to secure services for training and technical support to personnel using and managing job order contract. Technical support includes developing and producing site-specific JOCUPBs as needed, and JOCPDS data files capable of being transferred to diskettes. JOCUPBs (which will become Volume II for the site-specific UPB) are developed by: - Applying the Davis-Bacon Act labor rates appropriate for the site in order to determine crew costs. -Developing and applying material indicator adjustments for the material indicator categories currently (202) in order to determine material costs for the site. JOCPDS then becomes a personal computer-based management tool that provides the Government and a construction contractor with an automated means of using the JOCUPB to develop and review delivery orders issued to the construction contractor.
