19 -- PERSONNEL TRANSPORT MODULES FOR LANDING CRAFT AIR CUSHION SOL N00024-95-R-2203 POC Sharie Bourbeau, Contracting Officer, (Code 02224), (703) 602-3104. Qualified sources are being sought for fabrication of seven production Personnel Transport Modules (PTMs) for use on the U.S. Navy's Landing Craft Air Cushion (LCAC). The purpose of the PTM is to increase the LCAC's ability to carry personnel. The mission roles are combat-ready Marine transport, MEDEVAC (medical evacuation), and (non-combatant evacuation operation) transport. The PTM is a modularized structure designed to secure to the open cargo deck of the LCAC. The PTM structure consists of interchangeable light-weight foam core/aluminum skin sandwich panels with an integral welded aluminum frame. The panels assemble together by means of commercial 3/4 turn latches. The PTM is stowed aboard ship in a standard 8' X 8' X 20' container and is capable of being quickly assembled/disassembled on the LCAC deck by manpower only, without the use of crane or forklift. The PTM provides seating with lapbelt restraints and has forced ventilation, lighting, and provisions for accepting standard pole-type military stretchers. The PTM provides a hookup to the LCAC's 400 Hz AC electrical system. The PTM is multiconfigurable; a single basic section can be used as a stand alone unit, or any multiple of basic sections up to six could be assembled together and used. All components of the PTM are defined by the PTM drawing package. This contract will be build-to-print. The contractor will be responsible for fabricating testing and delivering PTMs in their storage containers. Each unit will be tested and inspected for compliance with the requirements. The prospective offeror must have experience and demonstrated capability in the following areas: a) vacuum bonding of sandwich panels, b) thin gage aluminum welding and machining, c) marine electrical systems installation, d) quality control to meet stringent tolerance requirements. This acquisition is planned for contracting under Section 8(a) of the Small Business Act. Interested small disadvantaged businesses certified under the 8(a) program must respond with a complete capability/qualification package describing the company's technical expertise, experience, personnel and facilities no later than 27 June 1995. Additionally, interested contractors should provide a description of similar efforts including government contract numbers, agencies, descriptions of items, period of performance and point of contact with the items, period of performance and point of contact with the government with knowledge of the contractor's performance. The standard Industrial Classification for this acquisition is 3731 whose small business size standard is 1000 employees.
