Kesling This synopsis is published pursuant to the requirements of Federal Acquisition Regulation Subpart 5.2 -- The Morgantown Energy Technology Center plans to negotiate and award a sole-source contract by means of other than full and open competition as permitted by 41 USC 253(c)(1) with BIRL Industrial Research Laboratory for the analysis of ceramic component development technologies. BIRL shall apply scientific rigor to the understanding of ceramics processing primarily as it applies to candle filters and coatings for heat exchanger tubes; shall develop an understanding of how process variables affect final properties in ceramic components and what steps will be critical in the scale-up process; and shall develop an understanding of fiber interface coatings as they apply to hot-gas filters. -- The Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
