Gettings, (610)595-0505 The Government intends to issue a competitive
Request For Proposals (RFP) to sandblast and paint cranes 110 and 111
at the Norfolk Naval Shipyard. Crane 110 is a Hammerhead crane with a
main hoist capacity of 350-Long-Tons. Crane 111 is a 15-Ton revolving
crane that rides on top of the boom of crane 110. The solicitation
requirement will be to paint the entire Hammerhead 110 crane structure
to include the boom, tower, machinery house, elevator and rotate
structures; paint the entire Hammerhead 111 crane exterior surfaces,
paint the machinery house interior of the Hammerhead 110 and 111 and
paint the sides of the machinery house of the Hammerhead 110 with the
largest appropriate lettering ''NORFOLK NAVAL SHIPYARD''. Painting
shall be completed no later September 30, 1996. An inspection will be
conducted, under a previously awarded contract, to identify possible
areas which may contain lead base paint to include Hammerhead 110 tower
and steps, machine house roof, elevator shaft and all adjacent areas
and the entire structure of the Hammerhead 111 crane. A pre-proposal
conference will be held at Norfolk Naval Shipyard, which will include
a site-visit, ten (10) days prior to the closing date set for receipt
of proposals. The basis for any award resulting from the Request For
Proposals shall be based on the best value to the Government; Price,
Technical and Other Factors considered, which shall be evaluated on an
equal basis. The Technical and Other Factors to be evaluated consist
of: 1) Tehchnical Approach, 2) Management Plan and 3) Corporate
Experience. This solicitation is issued on an unrestricted basis and
will not be set-aside; therefore, all sources may submit a proposal.
All applicable Buy American and Trade Agreement Acts Clauses in FAR and
DFAR will be utilized for this procurement and shall have a direct
