The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is soliciting proposals for a Remote Control Subsystem with Global Positioning System (GPS) accuracy and autopilot features to the DYAD system. It is highly desirable that the components of the remote control subsystem be non-developmental items (NDI). This effort will require design of the system utilizing non-developmental components as well as installation and interface of the Remote Control subsystem, GPS, and an Autopilot each to the other in a Government boat including its engines and steering (the remotely controlled craft). The appropriate components of the Remote Control subsystem will be installed in a PSC-12 boat or other COASTSYSTA assigned craft (the controlling craft). A demonstration that the system operates to the following performance criteria will be required (Government reserves the right to waive environmental conditions for the demonstration as necessary): a. separate remote controlled throttles; b. remote controlled steering; c. autopilot/GPS steering mode; d. remote mode select; e. operational speed=)25 Kt; f. operation in SEA State 3 or less; g. tow drag between 500 lb and 4,000 lb; h. the display scales to the mission plan; i. store cross track errors to hard disk; j. provide mode to permit mission playback; k. if GPS is lost, inform operation, maintain course and speed, allow operator to switch to remote control; l. max range for remote link = 3 nmi; m. install remote controls, autopilot, and GPS in the Government Furnished Equipment (GFE) platforms; n. remote control subsystem must perform in the magnetic environment; o. preserve manual control of throttles, steering, planes, and out-drive; and q. remote control of the planes and out drive. Deliverables of this effort will be the operational remote control subsystem and an operation/maintenance handbook, refurbished hardware and technical support during DYAD system testing. Government craft or components will be available for inspection prior to the submission date for proposals. The period of performance shall be from award of the contract through the technical demonstration which will be finished by August 1996. The Remote Control subsystem is to be delivered by 30 Sep 95.
