Officer, (904)234-4863. The Naval Surface Warfare Center, Dahlgren
Division, Coastal Systems Station, Panama City, Florida, intends to
award a sole-source contract to the Environmental Research Institute of
Michigan (ERIM) for test support and modification and fabrication of an
image processing and real-time airborne subsystem tracking and
assessment ground station developed under a previously awarded
competitive contract to ERIM. Under the previous competitive contract,
ERIM is continuing the development of the Coastal Battlefield
Reconnaissance and Analysis (COBRA) Tactical Information DIsplay System
(CTIDS). This effort is supporting the COBRA Avanced Technology
Demonstration (ATD) program through Developmental Testing (DT-O) this
fiscal year (FY). In FY 96, the COBRA program will undergo Operational
Testing (OT-O) in conjunction with U.S. Marine Corps Fleet Marine
Force (FMF) personnel. Beginning in FY 97, a COBRA system including the
CTIDS, will undergo further testing and be demonstrated in the Joint
Countermine (CM) Advanced Concept Technology Demonstration (ACTD)
Program. Modification to the software and minor hardware changes in the
CTIDS will be identified during DT-O testing this fiscal year. To allow
FMF personnel to operate the system unaided, as required by OT-O
criteria, the user interface to the CTIDS system software will require
modification. The Joint CM ACTD program requires a complete hardware
system for their exclusive use and are providing funding, starting this
FY, to replicate the COBRA system, including the contractor developed
CTIDS. As CTIDS is currently under development, and will continue to be
modified for FMF personnel operation during FY 96, sufficient
documentation does not exist that could be provided to a third party to
allow them to modify the current CTIDS or to fabricate another system.
