Metals, BROAD AGENCY ANNOUNCEMENT (BAA) N62269-95-BAA-009. This BAA
announcement is to solicit technical/cost proposals in the area of
Intelligent Casting and Hot Isostatic Press (ICHIP) Processing of
Metals. This program is part of an on-going ONR effort in the area of
intelligent processing of materials. It is intended that the
methodology developed under this program should have the widest
possible application to precision cast alloys for structural aircraft
components and that a demonstration be performed which will serve as a
prototype for future efforts to accelerate application of new
materials. The selection of one or more sources for contract award will
be based on a scientific and engineering evaluation of the response
(technical and cost as it relates to the technical effort) to determine
the merit of the technical approach used to respond to this
announcement. New, innovative and creative approaches to the technical
problems presented herein, by the Navy, are of primary interest. This
BAA is for the research and development of intelligent technology
required to cast and HIP metallic aircraft components of complex
geometry. The focus of the program is to increase the affordability of
metallic aircraft components. Technologies which can reduce production
costs, increase performance, and improve reliability are some general
areas of interest. Specific areas include all or part of the following:
1) Development of heat and fluid flow models relating to casting and
HIP processing parameters to the structure and properties of the part
being fabricated; 2) To develop sensor technology required to
quantitatively detect porosity, grain size, and inclusions during
casting or HIP processing; and 3) To transition ICHIP technology to
industry. Responses are required to be submitted in accordance with the
guidelines set forth herein. This announcement will be open until 15
September 1995. Proposals will be accepted any time during this period.
Proposals submitted may be evaluated by in-house scientists, a
Government evaluation team, or by a group of scientific peers. Award
decisions will be based on an evaluation using the following criteria:
a) Overall scientific and technical merits of the proposal; b)
Potential contributions of the effort to Department of Defense (DoD)
missions in Aerospace and Materials Processing Technology; c) the
offeror's capabilities, related experience, facilities, techniques, or
unique combinations of these which are integral factors for achieving
the proposed objectives; d) Cost as adjusted for cost realism.
Offerors may respond to one or more of the research areas described
above, although all of these areas are of concern. Proposals submitted
must consist of a clear statement of objectives, a technical section,
which should include, as a minimum, background experience, concepts,
and ideas, methodology, expected contribution of the research to the
DoD mission, a Statement of Work and milestones, a biographical section
describing key researchers and a cost section. Details of any cost
sharing to be undertaken by the offeror should be included in the
proposal. Technical proposals should be limited to thirty (30) pages of
double spaced, 12pt type. The cost of preparation for the response to
this BAA shall not be considered an allowable direct charge to the
resulting contract or any other contract. The Aerospace Materials

responsibilty for the areas of interest identified above. The Point of

Contracting Officers are legally authorized to commit the Government.
For planning purposes, the period of performance is estimated to be
from 2-3 years at a level of approximately 1 man-year per year.
Contract type is anticipated to be CPFF completion. Several awards many
be made. Annual and semi-annual review of technical accomplsihments,
advances and milestones may be undertaken by the Government to
determine if progress warrants continuation of the contract. Exterior
