objective of this procurement is to validate Standard Field Sobriety
Tests (SFSTs) for lower Blood Alcohol Content (BAC), using revised
scoring procedures developed by previous NHTSA-sponsored reseach. This
field validation will be completed with the cooperation of a
participating police agency/ police and court acceptability of the
revised SFSTs will also be examined. Also the purpose of this field
test is to further validate the Standardized Field Sobriety Tests for
Lower BAC Limits, using revised scording procedures, with the
cooperation of a participating police agency. Police and court
acceptability of the revised SFSTs shall also be examined. This field
test will assess how well the tests for use with lower BAC limits
predict whether the BAC of a person stopped for suspicion of DWI is
above or below BAC of 0.08. Additional data will assess how predictive
SFSTs are in identifying youth under 21 years old who had consumed
enough alcohol to violate the zero-tolerance law in effect in the
jurisdiction under study.The proposed contract will be for a period of
twenty (24) months. It is contemplated that a Cost Reimbursement type
contract will be awarded. The solicitation will be mailed to those
organizations responding in writing to this announcement. Written
request for this solicitation must be accompanied by two (2)
