Szymanski Jr. Contracting Officer (301) 713-0839 The U.S. Department of Commerce/NOAA/NOS intends to place a sole-source contract with COMSAT Corporation to a install a telecommunications data switch which will connect telex traffic at the COMSAT ground stations located in Santa Paula, CA and Southbury, CN to the Coast Guard Data Network (CGDN) and then to NWS. The COMSAT Corporation shall route incoming satellite traffic Code 41 to the National Weather Service (NWS) Gateway in Silver Spring, MD and Code 43 to the Automated Mutual-Assistance Vessel Reporting System (AMVER) Center in Martinsburg, WV. The hardware and software required for this connection is proprietary. All responsible sources shall respond by submitting a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet the above requirements. Potential Offeror's must provide at least three (3) technical references regarding its experience with providing this service. Pricing data including GSA Schedule if applicable should be included. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Telephonic or Fax responses shall not be accepted.
