REVIEW AND SUPPORT FOR CIVIL WORKS GUIDANCE UPDATE PROGRAM (CWGUP) POC
Contract Specialist: Jack Little, 601-634-3175 Market Survey. The USAE
Waterways Experiment Station proposes to award a contract to the Civil
Engineering Research Foundation (CERF), Washington, D.C., a non-profit
institution, under authority of 10 U.S.C. 2304(c)(1) and FAR
6.302-3(a)(2)(ii) for Civil Engineering Professional Review and Support
for the Civil Works Guidance Maintenance Program (CWGMP). This is a
notice of intent to solicit and negotiate on a sole source basis, a
contract with the Civil Engineering Research Foundation (CERF), an
affiliate of the American Society of Civil Engineers (ASCE) Washington,
D.C., for the proposed procurement. The procurement requires the
assistance of an independent, impartial civil engineering research
organization, with potential for accessing volunteer experts, to work
with the Corps in performing the following tasks: 1. Establish
acceptable formats for Corps manuals and standards 2. Assist in
updating critical Corps guidance documents 3. Identify qualified
industry experts 4. Coordinate and provide objective industry peer
reviews on a range of technical topics 5. Identify gaps in research and
help establish research needs 6. Provide management and logistical
support 7. Promote innovative design and construction methods and
improve technology transfer In particular, this effort requires an
organization that is experienced in coordinating, facilitating, and
integrating civil engineering related research and technical matters
among government agencies, academia, and the private sector. The
success of this project depends heavily on the ability of the
contractor to be viewed as an impartial and objective organization
representing the interests and needs of the nation and not the
interests of any one agency or corporate entity. In the performance of
this proposed procurement, CERF, through its affiliation with ASCE,
CAB and NCCER, will draw upon an extensive volunteer network and
utilize the experience and expertise of its own staff. CERF, therefore,
has a unique ability to access a large number of qualified experts, on
a voluntary basis, across the nation. This unique CERF characteristic
should result in a significant cost savings to the government and will
provide the Corps with expert professional assistance reflecting a
national industry consensus. No other organization is able to reach as
many members of the civil engineering profession as easily as CERF,
nor is it likely that any other organization would be able to enlist
the assistance of as many qualified civil engineering professionals on
a voluntary basis. CERF is the only responsible source qualified to
perform this effort, because CERF is the only research organization
able to represent the national civil engineering profession at large
and provide the breadth of civil engineering expertise required at a
significant cost savings to the government. Any other organization who
believes they are a responsible source should submit a detailed
capabilities statement regarding their experience/abilities with regard
to the above tasks within fifteen (15) days of the publication of this
