The Naval Air Warfare Center Weapons Division (NAWCWPNS) China Lake, CA intends to procure a modification of a Government owned and furnished Orbit Pedestal, Model AL-4025-1, manufactured by Orbit Advanced Technologies using procedures for other than full and open competition. Negotiations will be conducted with the original pedestal manufacturer, Orbit Advanced Technologies. The requirement is to modify and configure the pedestal to integrate and test two Government owned and furnished dual channel rotary joint assemblies (one for Azimuth and one for Elevation) and one Government owned and furnished slip ring assembly into the Orbit Pedestal. In order to obtain the requirements, it is essential that the contractor performing the effort have full and complete knowledge of the pedestal. Orbit, the manufacturer, owns all physical, mechanical and electrical drawings and data for the pedestal. There is specific proprietary information in this documentation which is critcal for successful completion of the pedestal modification. Working without this information will result in structural damage from excessive stress loads placed on the pedestal since the rotary joint and slip ring package installation require pedestal structural modification. If the modifications are done incorrectly, degraded performance and eventual failure of rotary joints and slip ring assemblies will result, the structure will be weakened resulting in faulty operation or structural failure of the system and could create a safety hazard for personnel working near the pedestal assembly in the field.
