The Center for Mental Health Services is soliciting proposals on a
competitive basis from qualified small business organizations to award
a thirty-six (36) month,cost- reimbursement, completion type contract.
The purpose of this 36 months competitive contract is to conduct
the''1996 Client/ Patient Sample Survey.'' The 1996 Survey will update
the most recent comprehensive sample survey conducted by CMHS
(formerly part of NIMH) in 1986 and will provide data for analyses of
trends in client/patient characteristics and service use over the
10-year period. The contract will: a) finalize the sampling design,
survey forms and procedures; b) conduct the field work for the survey;
c) prepare national estimation and variance analyses; and d) prepare
final data files and documentation. The successful offeror must
demonstrate: 1) understanding of the National Reporting Program of
mental health organizations; and knowledge of recordkeeping in mental
health programs; 2) creative technical approach that addresses sampling
design issues, methods for gaining and maintaining the cooperation of
mental health organizations, followup and tracking individual
client/patient forms, and preparation of computer edits, imputation,
weight formulas, complex variance estimates and curves, data tapes, and
tabulations; 3) availability of qualified and experienced professional
and technical staff; 4) availability and adequacy of equipment and
facilities to complete the tasks; and 5) a management and organization
plan that includes discussion of scientific, technical, logistical,
and analytical issues and proposed strategies for dealing with them.
Estimated issuance date of RFP CMHS-DSC-95-0008 is June 23, 1995 and
responses are due to be received in the Contracts Office 30 calendar
days thereafter. The solicitation may be obtained in either of two
ways; electronically, by downloading a file from the SAMHSA Bulleting
Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the
BBS, you should set your communications program at 8 data bits, 1 stop
bit, and parity at nome (8-1-none). SAMHSA's modems will communicate
at 1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Zmodem if it is available in your communications program; however any
of those listed on the BBS should prove satisfactory. Large files will
be posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honored if
received within twenty calendar days after issuance of the
solicitation. Requests received after this period will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.

Proposed acquisition is a 100 percent set-aside for small business
concerns whose average annual receipts of the concern and its
affiliates for its preceding three fiscal years must not exceed
