COMMERCE BUSINESS DAILY ISSUE OF JUNE 14,1995 PSA#1367Electronic Systems Center, Operational Contracting Division,
Specialized Contracting Branch, (PKOB), 104 Barksdale Street, Hanscom
AFB, MA 1806 66 -- MULTI-CHANNEL DETECTOR SOL F19650-95-R-0188 DUE 082595 POC
Amanda Burgess, Buyer, 617-377-7060; John Sorgini, Contracting Officer,
617-377-2579; John Miller, Branch Chief, 617-377-2195. The contractor
shall provide and install a multichannel detector to a surface analysis
system currently in use, the Physical Electronics ESCA System. The
required multichannel detector shall consist of a Physical electronics
Model 3057-AD-03 multichanel detector, or equivalent, to replace the
existing single-channel detector. The multichannel detector shall be
completely controlled by the Physical Electronics Version 3.0 software
currently in use. The multichannel detector shall be installed on the
exisitng surface analysis system, along with installation of the
following Government-supplied equipment: a variable aperture small area
lens, a sample viewing kit, and replacement of the thermocouple on the
current sample holder. All installed equipment shall be aligned to the
sample holder to maximize the count rate. The contractor shall verify
proper system operation. The multichannel detector shall include a
16-channel amplifier/discriminator, computer-controlled data
acquisition system hardware, a 16-bit IBM PC-compatible interface
board, all required electronic hardware (cable kits, etc.), and all
relevant documentation. The multi-channel detector shall fully
interface with the existing Physical Electronics Model 10-360
Hemispherical Energy Analyzer. The system shall have the following
specifications: 16-channel Amplifier/Discriminator Physical Electronics
Model 160 or equivalent; shall have sixteen channels, AC coupled input,
discrete amplifier/discriminator counters with maximum count rates of
at least 20,000,000 counts/second (cps). Data Acquisition System
Hardware Electronics Physical Electronics Model 74-500 or equivalent;
shall control the multichannel detector and interface with the
controlling computer (IBM PC); shall have sixteen counters and memory
adequate to record and save 16 data streams simultaneously. Computer
Interface Physical Electronics Model 257 Dual DR11/AT or equivalent;
shall be compatible with a 16-bit ISA slot in an IBM-compatible PC;
shall have two 16-bit DR11-C ports, 16 handshake lines, and a timer;
run on +5 volts, 1.2 amps; timer frequency of 10MHz divided to 100KHz
on board; 10olms to 655ms timer range, 10olms steps. The contractor
shall install, calibrate, and test the multichannel detector system on
the exsisting vacumn chamber. The contractor shall install
government-supplied equipment consisting of a Physical Electronics
Model AL-05 OMNI Focus Small Area Lens Variable Aperture option. The
contractor shall install government-supplied equipment consisting of a
Physical Electronics Sample Viewing Kit, which includes a Physical
Electronics Model 04-035 Microscope and a Physical Electronics Model
03-100 Light Source. The contractor shall repair or replace the
thermocouple on the existing sample mounting stage. The contractor
shall install government-supplied equipment consisting of a Physical
Electronics Model 04-015 5 kV electron gun and Model 11-010 5 kV
electron gun control. The contractor shall provide all
operation/periodic maintenance manuals required for all delivered
components and subsystems. System performance shall be verified by
total counts of 3,500,000 cps (above background) for a resolution
(FWHM)of 1.0eV at a slit size of 0.8mm x 2.0mm, and 2,500cps for a
resolution of 1.0eV at a slit diameter of 75 olms, both for the Ag3d
5/2 peak using a Mg anode operated at 26.7 mA and 15KV. Firms
responding to this announcement shall specify whether they are or are
not a small, a small disadvantaged, or women owned business concern.
