(301)496-3704. This is a Notice of Intent that The National Institutes
of Health under the authority of 41 USC(c)(1) intends to negotiate and
award a sole source contract to Beckman Instruments, Inc. to provide
and install a capillary electrophoresis instrument as well as training
on the use of the instrument. The instrument must meet the following
minimum requirements: Be capable of determining the active ingredients
in a formulation; separate and quantiate enantiomer of chiral drug
substances and drug products; able to detect and determine drug related
impurities as low as 0.1%; the equipment design must be modular to
allow detection by diode array, filtered UV, and laser induced
fluorescence for high sensitivity work. In addition, it must have the
option of an additional bi-polar power supply for a direct interface
into various mass spectometry systems; liquid or comparable cooling
system of the capillary is required over a range of up to 50 degrees
centigrade. Retention time and quantitative accuracy must be
reproducible to better than 1% relative standard deviation (R.S.D.).
Temperature selection shall be programmable to 0.1% degree centigrade
increments; must be capable of carrying out analysis using sample
volumes as low as 5 microliters; must have an autosampler capable of
handling at least 20 samples and able to link runs in sequence. The
software must include vial identification as to location and content;
must allow computer controlled isotachophoresis and isoelectric
focusing; must include system suitability for direct calculations of
efficiencies, resolution and other defined criteria. One to two days of
general training on the use of the equipment for Government personnel
is required when the instrument is installed. A second more detailed
training session of between 3 to 5 work days in duration given to 3
Government employees prior to final Government acceptance of the
equipment is also required. This training shall include a general
discussion on the principles and theory of the electrophoresis process;
a brief discussion of the principles and theory of operation; an in
depth discussion on the operation procedures covering areas such as
recognition of faults and resetting alarms; a maintenance portion
dealing with component identification and maintenance, adjustment and
calibration procedures, use of the maintenance manuals,
troubleshooting, replacement of parts, and life expectancy, etc. All
responses must be written and received within 45 calendar days from the
published date of this notice. Oral communication is not acceptable and
will not be honored. A statement of Work is available upon request.
Responses requesting the solicitation without providing the required
documentation shall not be considered. There is no solicitation
document. Concerns that respond to this notice will be considered only
if furnishing clear and convincing documentation demonstrating their
ability to meet, at a minimum the stated requirements. Written
responses should contain sufficient technical information and a
description of the proposed system to be supplied which meets the
requirements in order to permit agency analysis to establish a bonafide
capability to meet the stated requirements and should be directed to
Ann Argaman at the address above. A determination by the Government to
open the requirement to competition based upon responses to this
notice is solely within the discretion of the Government. The
Government will not pay for preparation or submission of any
information submitted in response to this synopsis. See Numbered
