This is a Notice of Intent that The National Institutes of Health under
the authority of 41 USC 253(c)(1) intends to negotiate and award a sole
source contract to Polaroid Medical Image Systems to furnish a Helios
Laser film processor and provide orientation and training on the use
and operation of the system. The following are the Government's minimum
requirements: It must be a fully automated (digitized) dry imaging
process that uses extremely high resolution lasers and a rendering
technique to generate a precise digital gray scale onto non-silver
film. It must produce films with sharpness and clarity at 300 pixels
per inch and be capable of producing subtle tone detail with at lease
4,320 shades of gray. It must have digital grayscale output of at least
256 shades. It must also have tonescales optimized for rendering the
image content of specific medical imaging modalities such as
ultrasound, nuclear medicine and fluoroscopic applications. It must
allow high throughput, 90 second print time, and eliminate darkroom,
processors, and wet chemicals. It must have the ability to store the
images in memory to be recalled later. It must have self-diagnostic
capability to alert the operator of an impending failure before it
occurs. These should be read by service personnel through a modem,
thereby minimizing down time. The system must accept multiple (at lease
6) inputs and interface with existing scanner systems. The system must
have the ability to be configured to receive images stored on a
removable disk such as a floppy disk, Bernoulli disk or optical disk.
The system must allow preferential printing of a page if it is urgently
needed, regardless of its order in the printing queue. All responses
must be written and received within 45 calendar days from the published
date of this notice. Oral communication is not acceptable and will not
be honored. A statement of Work is available upon request. Responses
requesting the solicitation without providing the required
documentation shall not be considered. There is no solicitation
document. Concerns that respond to this notice will be considered only
if furnishing clear and convincing documentation demonstrating their
ability to meet, at a minimum the stated requirements. Written
responses should contain sufficient technical information and a
description of the proposed system to be supplied which meets the
requirements in order to permit agency analysis to establish a bonafide
capability to meet the stated requirements and should be directed to
Ann Argaman at the address above. A determination by the Government to
open the requirement to competition based upon responses to this
notice is solely within the discretion of the Government. The
Government will not pay for preparation or submission of any
information submitted in response to this synopsis. See Numbered
