Laboratory intends to make a procurement for the dismantlement,
tagging, packing and transportation of two Thermal Equipment
Corporation Microprocessor-Controlled Autoclaves - one ''small''
autoclave having a 3' x 6' interior working space to be turn-key
installed at Chestnut Run, Delaware, the other ''large'' autoclave
having a 6' x 16' interior working space to be placed in a warm storage
location at Aberdeen Proving Ground (APG), Maryland. Thermal Equipment
Corporation is the original equipment manufacturer of the autoclaves.
Both autoclaves were upgraded during December 1994. The warranty of
this upgrade would be void if serviced by non-Thermal Equipment
corporation personnel. The complexity of electrical, pneumatic,
hydraulic, liquid nitrogen (LN2) and vacuum lines inherent to this
system, along with all computer control and software dependencies
requires that the movement be conducted by the original equipment
manufacturer. It is intended to award a contract to Thermal Equipment
Corporation, 1301 W. 228th Street, Torrance, CA 90501, pursuant to 10
U.S.C. 2304(c)(1). As the manufacturer, Thermal Equipment Corporation
is the only company which has the detailed design drawings of this
equipment and personnel specifically trained to disassemble,
reassemble, maintain, and inspect this equipment. Market research has
demonstrated that Thermal is the only vendor capable of meeting the
Government's minimum needs. The proposed contract action is for an item
for which the Government does not own specificatons and drawings to
permit full and open competition. Firms that recognize and can perform
the required items described above are encouraged to identify
themselves and give written notification to the Contracting Officer
within fifteen (15) calendar days after date of this publication. This
final determination by the Government not to open this requirement to
competition, based on any information provided, is solely within the
