AVAILABLE TO QUALIFIED FIRMS MIXED LOW-LEVEL WASTE FOR
TESTING/PROCESSING AT THE FIRMS' FACILITIES AND EXPENSE AND AT NO COST

effort to encourage private sector development and enhance mixed waste
technology competition, it is DOE Oak Ridge Operations Office's (ORO)
intention to make available for a period of not to exceed one year to
individual qualified firms up to 3000 kg of mixed low-level waste for
testing/processing at the firms' facilities. Candidate wastes include
sludges generated from process effluents or wastewater treatment
operations, soils, or other waste matrices contaminated with heavy
metals, organics and radionuclides. Selection of specific waste(s) and
volumes for this offer will be made at DOE's discretion. Any
testing/processing will be at the firm's expense and at no cost to the
Government. The participation in this offer shall confer no advantage
in any future procurements. Qualified, interested firms must possess
prior to receipt of waste the appropriate management plans, permits,
and licenses to accept and to conduct treatability studies or permitted
treatment on the waste. An Information Package will be made available
on request that contains specifics on the form and compositional
characteristics of the waste; facility license and permit requirements
and other criteria governing release of waste to the firm;
transportation requirements; applicable waste acceptance criteria and
constraints applied on return of treatment residuals to DOE following
testing/processing. It is DOE's preference that residuals from
testing/processing of this waste be in a configuration that meets
currently available mixed waste disposal facility waste acceptance
criteria. This action is contingent on DOE compliance with NEPA
requirements. Indications of the firms' interest in mixed low-level
waste for development activities should include a request for the
Information Package; a description of the proposed technology(ies) to
be used; a declaration of the amount of waste desired; specific
requirements as to waste characterization information desired for
process evaluation; and a general estimate of the type and volume of
treatment residuals expected to be produced, including any secondary
wastes resulting from waste processing and handling. The material may
be available for shipment as early as the first quarter of FY 1996 and
must be accepted no later than March 31, 1996. Licenses, permits and
management plans to receive and treat the waste must be in place and
have been reviewed and accepted by DOE ORO prior to shipment of the
waste. Processing and return of the waste and residual to ORO must be
completed within one year of receipt of the waste. All indications of
interest with aforementioned additional information must be submitted
to Nancy Frolio, U.S. Department of Energy, Oak Ridge Operations
Office, Waste Management and Technology Development Division, Post
Office Box 2001, Oak Ridge, Tennessee 37831-8620 within thirty (30)
days of this announcement. Formal conditional acceptance of the DOE ORO
offer of the waste must be made by the firm thirty (30) days after
receipt of the initial Information Package, at which time, if the firm
does not accept, the offer will expire. The initial Information
Package is not expected to contain definitive waste characterization
information. The firm has the option to rescind its acceptance of the
DOE offer when more detailed characterization data is made available.
