617/223-5155. The National Park Service (NPS), Northeast Region (NER),
is seeking the services of a firm or non-profit organization to
undertake an indefinite quantity contract for heritage resource-based
and community-based conservation assistance projects in Maine, New
Hampshire, Rhode Island, Vermont, Massachusetts, Connecticut, New York,
New Jersey, Pennsylvania, Delaware, Maryland, West Virginia, and
Virginia. Projects include but are not limited to: A. Development of
partnerships and implementation strategies to carry out heritage
resource preservation, trail development, regional greenway, and river
protection proposals, B. All types of National Park Service planning
studies or their components including general management plans;
concept/schematic plans; special resource studies; river and trail
protection and management plans; cultural landscape studies;
transportation studies; metropolitan and regional greenway assessments;
socioeconomic studies; visitor use surveys; interpretive and exhibit
planning; educational program planning; visual assessment; visual
landscape management; title I, II, III design services; historical,
archaeological, cultural, and natural resource studies. C. Preparation
of compliance documents (environmental assessments and environmental
impact statements) to meet the requirements of the National
Environmental Protection Act, the National Historic Preservation Act,
and related state laws. Required disciplines include planning
(community, outdoor recreation, interpretive, transportation,
environmental, etc.), landscape architecture, historic preservaton,
non-profit management, organizational development, natural resource
management, and cultural resource management; and graphic and mapping
skills. Professional services may also be required in architecture,
urban/regional planning; land protection planning; economic
development; real estate analysis; tourism; and museum and collections
management. All services will be provided under an indefinite quantity
contract. The total of work per year will not exceed $1,000,000 and
each work order will not exceed $500,000. The contracting
firm/non-profit is guaranteed a minimum amount of $10,000 during the
life of the contract. The term of the contract shall be one year with
four one-year options. All work will be guided by NPS policies and
directives, and applicable laws and requlations. Proposals will be
evaluated against the following criteria, which are stated in
descending order of importance: 1. Demonstrated ability, technical
expertise, and successful past performance (within the geographical
limits described above) in community outreach, constituency building,
and establishing and managing partnerships in support of heritage
resources, such as parks, regional trail systems, greenway networks and
river corridors (30%). 2. Demonstrated ability, technical expertise and
successful past performance (within the geographical limits described
above) in conducting the aforementioned planning for land conservation
entities and public land managers in naturally and culturally
sensitive areas (25%). 3. Professional qualifications of the
firm/non-profit and staff proposed for the performance of desired
services in the specialized areas described above and demonstrated
experience working effectively as a team (25%). 4. Capacity to
accomplish more than one project at a time within the desired time
schedule (15%). 5. The ability to communicate orally, in writing, and
in person in a timely manner with the professional planning and
conservation assistance staff located at the New England System Support
Office (Boston), Chesapeake System Support Office (Philadelphia), or
the New York Project Office (New York City) (5%). This procurement is
open to small and large businesses and non-profit groups and is subject
to Public Law 100-656. Firms/non profits that meet the requirements
described in this announcement are invited to submit a Letter of
Interest and completed Standard Forms 254 for the prime and each
consultant firm and a team Standard Form 255 which must be received no
later than 30 days from the date of this publication at National Park

Boston, Massachusetts 02109-3572. Standard Forms 254 and 255 should be
accompanied by a letter which provides the following: a summary list of
all team disciplines, a summary list of all team members, and proximity
of the closest full service office to Boston, MA, Philadelphia, PA,
and/or New York, NY. Submissions of office brochures is encouraged only
to the extent that they graphically (via drawings and photographs)
substantiate the relevant work specifically described on the Standard
