Wardro p,202/708-4900 The National Institutes of Health (NIH) through the General Services Administration will be soliciting for A-E Services for the Development Contract for the Renewal of the NIH Clinical Center Complex (CCC) in Bethesda, Maryland. The renewal program involves the initial replacement of the present clinical care units with a new 78,965 square meter (850,000 sq. ft.) clinical research facility, that will contain 250 inpatient beds, 100 day hospital units and associated bio-medical research laboratories. The estimated construction cost range is $300-$360 million. The selection process will focus on the key designer and the use of a conceptual design competition, project team qualifications and project team interviews. The competition is open internationally to firms registered to practice architecture in the United States and will focus on overall (functional and aesthetic) design excellence. The A-E selection will be completed in two stages as follows: Stage I of the design excellence process will require an initial submission of the Designer Portfolio. Offerors/Designers will be evaluated on their design merits, regardless of size of previous contracts. Designer portfolios will be evaluated on 1) Past Performance on Design; 2) Philosophy and Design Intent and 3) Key Designer Profile and Portfolio; that depict client responsive designs, clear expression of design philosophy, and sophisticated solutions to complex design issues. Stage II of the process include a Design Competition and Project Team Interview. A short list with a minimum of three A-E Design Firms will be selected to assemble a project team and participate in a conceptual design competition. A professional advisor will conduct the competition. A stipend shall be provided to these designers to compensate in part for the design competition. In addition, each project team will also be interviewed. The Development Manager contractor for the project with assistance from the Government will make the final selection of the A-E project team. The A-E's contract will be with the Development Manager. Details of this solicitation will be defined in the Commerce Business Daily (CBD) advertisement at a later date in June. The Selected project team must establish an office in the Washington, DC metro area. (0163)
