Notice to Subcontractors for a Request for Proposal (RFP) for the Douglas Road Landfill Superfund Site Landfill Cap Remedial Action. A two-step bidding process will be used for selection of a subcontractor to construct a multi-barrier cap over the Douglas Road Landfill Site located in Mishawaka, Indiana. The Contractor is CH2M HILL, Inc. and the project is funded by the U.S. EPA under CH2 HILL's prime contract with the U.S. EPA, Contract No. 68-W8-0040. The project consists of excavation of offsite contaminated soils and placement of these soils within the boundaries of the landfill, backfilling of excavation with clean fill and soils, constructions of a multi-barrier cap over the site, construction of stormwater management facilities consisting of a retention basin and outfall, replacement of site fencing, grading and seeding the landfill cap; and implementing a Subcontractor quality control and health and safety program on a listed U.S. EPA CERCLA hazardous waste site. The construction cost is estimated to range from $3,000,000 to $6,000,000. Step 1 of the two-step bidding process will consist of the submission of a technical proposal from intereted subcontractors in accordance with the RFP. Pricing information is not to be submitted during Step 1. The RFP package will include an additional description of the project and will specify the factors for evaluation of the technical proposals. The RFP package for Step 1 will be available on June 12, 1995. Requests for the RFP package will be received by phone or mail until June 30, 1995. Company experience, project approach, financial record, and health and safety policies/record are factors that will be evaluated. Relevant experience with soil placement over FMLs and GCLs is essential. Technical proposals are due in the CH2M HILL office by 4:00 pm. CST on July 7, 1995. Those companies submitting technical proposals determined to be acceptable will be provided with a Step 2 bid package consisting of terms and conditions with specifications and drawings; will be invited to a pre-bid meeting at the site currently scheduled for July 28, 1995; and will be requested to submit a sealed bid. Award of the subcontract will be made to the responsible bidder submitting the lowest, responsive bid. Construction is anticpated to start by mid-September 1995. This solicitation does not commit CH2M HILL or the U.S. EPA to pay for any costs incurred in the submissions of proposals, nor does it commit CH2M HILL or the U.S. EPA to procure or subcontract for any services. A bid security will be required in the amount of 20% of the Step 2 bid amount, and must accompany each bid. The following SBE and SDBE goals have been adopted for this subcontract: 10% of construction work and/or construction supplies and materials shall be performed and/or supplied by SBEs; 5% of construction work and/or construction supplies and materials shall be performed and/or supplied by SDBEs.
