pursuant to FAR Part 5, but a Market Survey to identify sources that
can provide reengineering support for business processes. A formal
solicitation does not exist at this time. This survey is for
information purposes only and does not constitute an Invitation for Bid
or Request for Proposal and is not to be construed as a commitment by
the Government. Warner Robins Air Logistics Center is looking for ways
of doing business smarter, faster and much more efficiently. To
achieve this effort, WR-ALC has initiated a Business Process
Reengineering (BPR) team. The purpose of this team is to build the
infrastructure and management capability to redesign depot and support
processes. It is also responsible for managing reengineering projects.
In addition to developing the BPR team, WR-ALC also recognizes the need
for outside expertise. This is a MARKET SURVEY to identify sources with
specific expertise in several areas to include, but not limited to
business process reengineering (BPR), benchmarking, change management,
activity- based costing (ABC), total quality management (TQM),
operations management, information technology, performance, measures,
process modeling and any tools required to support BPR effort.
Interested contractors should be able to provide documentation
supporting experience in senior level management consulting, modeling
and simulation, change managment and successful implementation of BPR
projects. The contractor(s) selected for this effort will provide
analytical, consulting and training services to the senior management
at WR-ALC, the core Reengineering Team and specific project teams
dedicated to reengineering efforts. The objective is to possibly award
multiple contracts under an Indefinite Delivery Indefinite Quantity
(IDIQ) contract to more than one contractor. Upon completion of this
survey, documentation provided by respondents will be carefully
reviewed by the core reengineering team. Warner Robins Air Logistics
Center expects to conduct a formal source selection for this effort.
Respondents to this notice will be sent a DRAFT Statement of Work
(SOW). U.S. Contractors must provide approved DD Form 2345 with their
request. Contractors may obtain a DD From 2345 Certification by
contacting Defense Logistics Service Center, at 1-800-352-3572. The
extent of foreign participation has not yet been determined at the
release of information will be determined at the time of request.

Request should contain Company Name, Address, Point of Contact, Cage
Code, Phone Number, Size of Business, Statement of Domestic or Foreign
Ownership, and a copy of your DD Form 2345 - Military Critical
Technical Data Agreement. Large and small businesses are encourage to
participate. All responses must be in writing and received not later
than thirty day from the date of this publication. Questions or
