Pre-Solicitation Notice. The International Boundary and Water
Commission, United States Section, requires the furnishing of labor,
materials, and equipment for the construction of Reach C and E of the
Rio Grande American Canal Extension (RGACE) project located in El Paso,
El Paso County, TX. Reach C consists of approximately 5 miles of canal
reconstruction. The RGACE will be located adjacent to the Rio Grande
on U.S. Government property on the landside of the U.S. levee. The
RGACE is part of an overall project which involves the construction of
approximately 12 miles of a concrete-lined extension and approximately
3 miles of Franklin Canal reconstruction. Contracts have previously
been awarded for 7 of the 12 miles of canal extension. The purpose of
the facility will be to ultimately provide a more equitable
distribution of waters between the United States and Mexico and reduce
water losses. Reach C begins in the area adjacent to the Yarbrough
Drive overpass and ends at the Riverside Canal, a length of
approximately 5 miles. This portion of the project includes the
construction of a reinforced concrete-lined trapezoidal canal section,
concrete check structures, turnouts, a wasteway, an outlet structure,
relocation of the Playa Lateral and the Playa Interceptor Drain and
structures, box culvert installation, canal transitions, demolition of
small canal structures, placement of riprap, placement of levee gravel
surfacing and seeding of canal slopes and other disturbed areas. The
Rio Grande may be used as the borrow source for the embankment fill
material for Reach C. Reach E begins in the area of the Leon Street
Wasteway and ends at the 2nd Street culvert and is approximately 1.5
miles long. This portion of the canal extension includes demolition of
existing concrete trapezoidal canal section and reconstruction of a
new reinforced concrete trapezoidal canal extension, canal transitions,
a turnout, chain link fence salvage and demolition, small metering
bridge, placement of levee gravel surfacing and seeding of canal slopes
and other disturbed areas. Tentative dates for issuing and closing IFB
95-07 are July 31, 1995 and August 30, 1995, respectively. The work
under this contract is to be completed within 630 calendar days. The
estimated price range for construction of the RGACE - Reach C and E is
over $10,000,000.00. Plans and specifications will be available for
inspection, without charge, at the International Boundary and Water
Commission, U.S. Section, The Commons, Building C, Suite 224, 4171
North Mesa Street, El Paso, Texas 79902-1441. Requests for IFB 95-07
should be submitted in writing by July 7, 1995 to the International
Boundary and Water Commission, U.S. Section, Attn: Maria C. Smith, at
the preceding address. An amount of $60.00, nonrefundable, will be
charged for each set of the solicitation documents. Recipients of the
IFB that do not submit a bid should advise the issuing office as to
their desire to remain on the mailing list for receipt of future
