(301) 402-2163. Solicitation- Construction of 5 to 18 deep wells and
associated electrical/plumbing to develop monitoring domestic water
wells in the area of the Bitterroot Valley Sanitary Landfill, Ravalli
County, Montana. Work includes but is not limited to drilling of the
water wells, each approximately 240 feet deep, triple casing with
cement seal between casings, provision, installation and test of
pitless adapters, submersible pumps, pressure tanks, underground water
line and associated electrical work for the use of the wells for water
supply as required. Existing domestic/commercial wells are to be
abandoned in place. All work shall be coordinated with respective
landowners. The Government will obtain right-of-entry required for
construction. The estimated construction cost of this work, assuming
all wells installed is between $500,000.00 and $1,000,000.00. The
Solicitation will include a Base Bid and two options. Due to the nature
of the proposed work, Contractors shall meet the following
qualifications criteria in order for a bid to be considered responsive:
Evidence of qualification shall be submitted with bid. (a) OSHA 40-hour
Hazardous Waste Operations training as required by 29 CFR 1910.120,
Paragraph E shall be required of all on-site employees involved in
actual remediation work, i.e. subject to drivers, laborers,
electricians, plumbers, and surveyors. Supervisors shall have
successfully completed the required eight-hour supervisor training
course. (b) A current medical surveillance program as required by 29
CFR 1910.120, Paragraph F for all on-site employees involved in actual
remediation work. (c) A site Health and Safety Plan shall be developed
in accordance with 29 CFR 1910.120, Paragraph B shall be submitted
prior to Notice to Proceed. (d) All on-site employees involved in
actual remediation work shall be currently fit tested with air
purifying respirators. (e) Level B personnel protection, including
self-contained breathing apparatus shall be required for emergency
backup. (f) High pressure hot-water cleaning equipment shall be
required for decontamination of equipment. (g) All bidders shall have
a valid Montana Contractors License and bonding capability. A pre-bid
conference will be held the week of July 17, l995, exact date, place
and time will be in the solicitation. This is a firm fixed price
contract, Copies of the bid package may be obtained from the bid
custodian at the address above. Cost of bid package is $75.00 with
requests in writing and payment in the form of cashiers check, money
order or certified check (only) payable to the National Institutes of
Health. This project is a total small business set aside. Issue date is
approximately June 29, l995. Bid opening will be on or about August 1.
