supervision necessary for the renovation of the Federal Office Building
and Courthouse in Trenton, New Jersey. The work involves the phased
renovation of an existing, partially occupied, six-story office
building and courthouse built in 1931, including the removal of
thru-wall fan coil units and replacement of major elements of the
plumbing and HVAC system (including steam and condensate systems) and
repair of existing steel windows and installation of interior storm
windows. The work also includes selective demolition, asbestos
remediation, roofing, exterior masonry repair and restoration, and
general interior space alterations and renovation (including millwork,
ornamental metalwork, and a high-finish central access corridor and
front entrance). The estimated cost of this project is over
$10,000,000.00. This procurement is being solicited under full and open
competition. SIC code 1542. This announcement also constitutes the
synopsis of the pre-invitation notice. Copies of the solicitation

provided. Attention: the following are definitive responsibility
criteria applicable to this solicitation: Definitive Responsibility
Criteria: In order for the successful offeror to be deemed responsible
(which is a mandatory condition for award of the contract), certain
criteria must be met by both the general construction offeror and by
the subcontractors which will perform certain portions of the work
under the contract. Evidence demonstrating that the successful offeror
meets the definitive responsibility criteria for the general
construction offeror (including the criteria for the Project Manager
and Superintendent) must be submitted by the successful offeror either
with the proposal or within a reasonable period of time (as determined
by GSA) after it is requested by GSA. Evidence demonstrating that the
proposed subcontractors meet their applicable responsibility criteria
must be submitted by the offeror within a reasonable period of time (as
determined by GSA) after it is requested by GSA. Failure to submit the
required evidence and/or related information as requested by GSA, on
or before the date requested, will result in a finding of
nonresponsibility. A. Definitive responsibility criteria for general
construction offerors (``the successful offeror''): 1. Firm criteria.
a) Occupied Buildings. The successful offeror shall have successfully
completed at least three (3) projects since January 1985, each
involving phased renovation in partially occupied buildings with a
construction cost of $5.0 million or more. At least one project shall
have been as a General Contractor or as an ``at-risk'' Construction
Manager. Projects deemed to have been successfully completed are those
which were considered to be successful by the building owner or their
representative with respect to schedule, cost, and quality of work. b)
Historical Renovation. The successful offeror shall have successfully
completed at least three (3) projects since January 1985, each
involving a historical restoration component of $1.0 million or more.
At least one project shall have been as a General Contractor or as an
``at-risk'' Construction Manager. Projects deemed to have been
successfully completed are those which were considered to be successful
by the building owner or their representative with respect to schedule,
cost, and quality of work. c) Local Performing Office. The successful
offeror's performing office for this project shall be an existing
local, regional, or corporate office located within an eighty (80) mile
radius of the project site in Trenton, NJ. One or more projects with a
construction cost of $5.0 million or more which involved both phased
renovation of a partially occupied building and a $1.0 million or more
historical restoration component may be counted as a qualifying
project for each of the aforementioned criteria. The above qualifying
projects must have been performed by the general construction offeror's
corporate, regional, or local office located within an eighty (80) mile
radius of the project site in Trenton, New Jersey. Projects not meeting
this requirement WILL NOT qualify. 2. PERSONNEL CRITERIA. Definitive
responsibility criteria must also be met for the successful offeror's
designated full-time on-site Project Manager and Superintendent which
will be used on the subject project in Trenton, NJ. These criteria are:
a) They must have at least five (5) years total experience in
management roles on construction projects. b) They must have been the
full-time superintendent or project manager for at least two (2)
renovation projects of $5.0 million or more in total construction cost.
(This experience must have been as a general contractor's
superintendent or project manager with responsibilities which included
managing sequencing, overseeing quality control, and coordinating the
work of subcontractors. The experience does not need to have been with
their current employer.) All information required by this selection (A)
regarding both the qualifying projects and Project
Manager/Superintendent must be submitted by the successful offeror
either with the proposal or within a reasonable period of time (as
determined by GSA) after it is requested by GSA. This information will
include a description of each project, dates of construction, name of
the architect/engineer, name of the owner, construction value, and any
other information which is deemed necessary by GSA. In addition, a
CURRENT address and telephone number of a knowledgeable reference
(either the owner's representative or architect's representative during
construction, or the individual currently responsible for the building)
shall be included. Projects with references that cannot be contacted
will not qualify. B. DEFINITIVE RESPONSIBILITY CRITERIA FOR HVAC,
PLUMBING, ELECTRICAL, AND FIRE PROTECTION SUBCONTRACTORS: Definitive
responsibility criteria for subcontractors performing mechanical,
plumbing, electrical, and fire protection work MUST be met and
demonstrated as a condition of contract award to the successful
offeror. In addition to meeting the experience and qualification
requrements set forth in the technical sections of the specifications
for the work they will perform, these subcontractors must demonstrate
successful experience in their subcontract trade(s) on three (3)
projects involving phased renovation in partially occupied buildings as
described in paragraph A.1.a above for general contractors, PLUS three
(3) successful projects involving historical renovations as described
in paragraph A.1.b above. This experience may be with any general
contractor. In addition, these subcontractors must have had at least
three (3) prior subcontracts with the successful offeror for the work
they are to do on this project. To qualify, each of these subcontracts
must have had a subcontract amount as follows: Mechanical - $1.0
million or greater; Electrical - $1.0 million or greater; Plumbing -
$0.5 million or greater; and Fire Protection - $0.25 million or
greater. The successful offeror may propose more than one (1)
subcontractor for mechanical, plumbing, electrical, and fire protection
up to a maximum of four (4) potential subcontractors for each trade. If
none of the proposed subcontractors for a specific trade meet the
required criteria, the successful offeror will be determined to be
nonresponsible. In order for the successful offeror to be determined
responsible, they must submit information either with the proposal or
within a reasonable period of time (as determined by GSA) after it is
requested by GSA, which demonstrates that the subcontractors for
mechanical, electrical, plumbing, and fire protection meet their
