the solicitation, to U.S. Coast Guard, Civil Engineering Unit, 2000
Embarcadero, Suite 200, Oakland, CA 94606-5337, make checks payable to
U.S. Coast Guard. The charge for this solicitation is Non-Refundable.
Furnish all labor, materials and equipment necessary to repair the
outer one-third of the wharf structure from Bents 34 to 63 at Group
Monterey. The work includes, but is not limited to the following:
Remove and Dispose of all existing deck planks and install new deck
planks; replace damaged timber members from splash zone to mudline;
install new timber members above the splash zone; repair and repaint
all steel members; remove and replace 224 severly damaged timber piles
with 14'' diameter steel piles; repair 17 piles exposed at the mudline
with new pile wrapping; wrap over the damaged pile wrapping, above the
mudline or near the splash zone, with new pile wrapping for 19 piles;
install or repair concrete seals at the mudline for 20 piles; replace
damaged timber piers at 40c and 45c with concrete piers; replace
severely damaged timber fender piles with PVC wrapped timber fender
piles; relocate 110' WPB isolation transformer and shore-tie receptacle
and extend the associated wiring and raceway system to the new
location; install approximately 10 cubic yards of asphalt concrete
paving along the edge of the deck to form a smooth transition between
the timber decking and the concrete roadway; restore all disconnected
members, hardware and utilities and install the landing platform,
buildings, and storage bins on Bents 34 to 63 that were removed during
the construction. The estimated cost of this procurement is between
$500,000.00 and $1,000,000.00. Performance period is 120 calendar days
after receipt of Notice to Proceed. This procurement is subject to the
Small Business Competitiveness Demonstration program and is open to
large and small business participation. The applicable SIC code is
1629. Small Business size standard is $17.0 million. All responsible

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
