Transmission Equipment will be used for those tail circuits of the
branch lines that are to be connected to the bottom of the multimedia
time division multiplexing equipment forming the trunk network of
private communications system. The equipment will use analog leased
line or digital leased line to multiplex and transmit the data of
multiple sets of computer terminal equipment. The following two types
of Tail Circuit Transmission Equipment are scheduled to be procured:
(a) High-speed multiplex modem, (b) Small-size TDM Quantity: (a)
High-speed multiplex modem 900 units/3 years, (b)Small-size TDM 300
units/3 years Public Notice concerning invitation to submit proposal
under Track II+ procedures. Delivery site; NTT will separately specify
the place(s) in Japan as delivery site(s). Basic Conditions of
Participation; Applicants are allowed to participate in this
procurement procedure by itself or jointly with other suppliers. In the
case of joint participation, participants have to decide on a
representative who will contact NTT at every stage, including
application, selection and contract negotiations. Although NTT will
contact and negotiate with the chosen representative, all joint
participants shall assume every obligation and liability related to
this procurement regardless of their status. However, suppliers who
fall under any of the following conditions cannot participate in the
procurement: (i) suppliers adjudicated to be an incompetent or
quasi-incompetent; (ii) suppliers adjudicated to be bankrupt, and who
have not yet been reinstated; (iii) suppliers under arrangement,
composition, corporate reorganization, bankruptcy or liquidation
proceedings; (iv) suppliers who, within the last two years, (a)
intentionally or by a gross mistake did poor or faulty work in the
manufacturing, supplying and delivery of any product or in the
provision of any services when performing a contract with NTT, or
committed any unfair act with respect to the quality and/or quantity of
any product supplied thereunder; (b) conspired with other supplier(s)
or applicant(s) in making any application or obtaining or performing
any contract with NTT to obtain unfair profit; (c) interfered with
other supplier(s) making an application or entering into or performing
a contract with NTT; (d) interfered with, or refused or failed to
cooperate with NTT personnel when they performed an inspection or
supervision duty; (e) failed or refused to enter into or to perform a
contract with NTT without justifiable reasons; (f) made a false report
or misrepresentation in the application procedure or in concluding or
performing a contract with NTT; (g) violated the confidentiality
obligation prescribed in Procurement Documentation; (h) misused
Procurement Documentation; (i) committed any unfair act in NTT tenders
to interfere with other supplier(s) in competition; (v) suppliers who
are deemed to have gained unfair competitive advantages as a result of
their direct involvement in the preparation of the final Procurement
Documentation and/or technical specifications for this procurement.
