GP25-B/Contracting Officer NASA/MSFC plans to issue a Request for Offer
(RFO) for a baffle-type filter module -- NASA/MSFC intends to purchase
from Sulzer-Metco, Inc., 17426 Daimler St., Irvine, CA, the following
item: Baffle-type filter module, including water-cooled transition
pipe and butterfly valve, per the following salient characteristics:
(1) System shall be capable of filtering metal and non-metal powder
with a particle size of 5 to 500 micron and material density to 0.68
lbs/in to the third power -- (2) Capacity of at least 2500 in to the
third power of trapped powder before removal is required -- (3) Must be
vacuum compatible and maintain a pressure of 10 to the negative fifth
torr (absolute) for any volume upstream of butterfly valve -- (4)
Operating pressure range of 760 torr to 10 torr with no loss of
filtering efficiency -- (5) Input for dust collection to be located on
bottom and exhaust to vacuum pump to be on top-- (6) Equipment shall
be compatible with existing low pressure plasma spray chamber and
vacuum system manufactured by Sulzer-Metco (formerly Electro-Plasma,
Inc) - (7) Vendor shall provide all hardware for installation,
documentation for service and maintenance procedures, and recommended
parts list -- (8) Vendor shall install system -- Quantity 1 system --

-- Delivery 80 days-- This procurement is being conducted under the
NASA/MSFC MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy on April 16, 1993 -- Requests for copies of the RFO
must be submitted in writing -- Transmission by facsimile to
205-544-9080 or by Internet e-mail to patsy.hoffman@msfc.nasa.gov is
acceptable -- Note: This sole-source procurement described is based on
system compatability requirements -- Interested firms have 15 days
from the publication date of this synopsis to submit their
qualifications/capabilities in the critical areas mentioned above,
along with a request for a copy of the solicitation -- Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis -- Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government -- Oral communications are not acceptable in response to
this notice -- RFO will be released on or about 15 days after
publication in the Commerce Business Daily (CBD) -- Firm date for
receipt of offers will be stated in the RFO -- The solicitation and any
related documents to this procurement will be available over the
