(407)380-4099 The U.S. Army Simulation, Training and Instrumentation
Command has a requirement to (1) Provide hardware, software and other
technical support to the Digital Interoperability Laboratory, CECOM at
Fort Monmouth NJ, Litton Industries at Moorpark CA, Joint Readiness
Training Center at Fort Polk LA, the Dismounted Battlespace Battle
Laboratory at Fort Benning GA, and the 10th Mountain Division and 2nd
Brigade Task Force at Fort Drum NY, in support of the upcoming Advanced
Warfighting Experiment (AWE 96-02); (2) Develop hardware and software
for the SAWE/MILES II system to allow the downloading of direct and
indirect fire engagement events into a remote computer in support of
the Advanced Warfighting Experiment (AWE 96-02); (3) Provide field
support to accomplish the integration, demonstration testing and
fielding of the Simulated Area Weapons Effect/Multiple Integrated Laser
Enhancement System II (SAWE/MILES II). Efforts include continuing
support to ensure proper integration through Interface Control
Documents (ICDs); continuing support to provide technical visibility to
maintain the currency of the core instrumentation subsystem to UHF Base
Station ICDs; provide technical support at the fielded sites during
installation, checkout, testing and integration of the VHF/UHF Radio
Frequency links and the assemblies; maintain SAWE/MILES II Player
Detection Devices and Vehicle Detection Devices modified to be
compatible with fielded equipment; and maintaining Loral Systems
Company test equipment; and (4) Integrate the SAWE/MILES II with the
AVENGER Air Defense System. This time and material effort is to be
procured from the SAWE/MILES II development contractor, Loral Systems
Company, 300 North Halstead Street, Pasadena, California, 91109.
Required period of performance is July 1995 through March 1996. Loral
Systems Company is the only source for the SAWE/MILES II System, and
therefore the only source capable of performing the integration effort
with the fielded systems. The Government does not have the descriptive
documentation to convey the engineering performance characteristics or
physical configuration of the integrated SAWE/MILES II System. No
technical data/drawings are available. Authority and Justification is
Federal Acquisition Regulation (FAR) 6.302-1, only one responsible
source. As the designer, developer and manufacturer of the SAWE/MILES
II System, Loral Systems Company is the only source which possesses the
necessary data, current design and expertise to perform the SAWE/MILES
II integration effort. Respondents to this notice should submit,
within 15 days after publication in the CBD, a statement of capability
