(302)677-5227. Architect -Engineer Services, Open-End contract. The
project will consist of reviewing as-built drawings and asbestos survey
data; performing additional asbestos surveys; and preparing and signing
a detailed asbestos plan work procedure to be used in the removal of
asbestos-containing materials from the facilities. Review the abatement
contractor's submittals for the project and make recommendations for
their approval/disapproval by the Government. Monitor the contractor's
or in-house removal team's work for compliance with the asbestos plan,
specifications, EPA, OSHA and State of Delaware regulations as they
pertain to asbestos removal. Monitor and perform laboratory work to
ensure the proper removal and containment of asbestos. Perform
clearance monitoring of cleaned areas for unrestricted entry. Report
any results or practices in violation of the abatement contract and/or
regulations to the Government. Coordinate the A-E's work with the
abatement contractor's or in-house team's work, so that the A-E is
present whenever the abatement contractor or in-house team is working
on site. The Indefinite Delivery Contract will have a maximum monetary
limit of $750,000 per year, with a minimum $5,000 guaranteed, against
which individual work orders of up to $299,000 may be written. The
initial contract will last 1 year with a Government option of extending
the contract an additional year. Firms desiring consideration should be
able to handle all of the above or clearly indicate their consultants.
Desired skills include: Certified industrial hygienists, industrial
hygienists, industrial hygienist technologists, laboratory
technologists, etc. Firms desiring consideration must submit both SF
254 and 255. SF 254's are also required for consultants or joint firms.
Non-responsive firms will not be considered by the A-E selection
boards. Significant evaluation factors and relative order of
performance are: (1) Past experience in monitoring asbestos abatement
contracts; (2) Past performance of the firm on prior Government and
private contracts; (3) Availability of experienced key personnel to
work on our projects; (4) Capacity of the firm to do the work on
schedule; (5) Geographical proximity to Dover Air Force Base DE; (6)
Volume of work previously awarded to the firm by DOD. Estimated
contract start date is 30 Sep 95. Project is open to large and small
businesses. Participation by minority firms is encouraged. Firms
desiring consideration must submit appropriated data as described in
Numbered Note 24 with the exception that a SF 254 and SF 255 must be
submitted for consideration on this project. No other general
notification to firms under consideration for this project will be made
and no further action is required. This is not a request for proposal.
SFs 254 and 255 shall be submitted to the 436th Contracting Squadron
(LGCK), Bldg 639, Room 242, Dover AFB DE 19902-5639 by 4:30 P.M. on 12
