The U.S. Army Missile Command intends to procure an effort entitled ''Post Elimination Environmental Support - Weapon Systems Management Directorate'' on a sole source basis from Foster Wheeler Environmental Corporation of Norcross, Georgia. A sole source acquisition has been determined to be justified based upon FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. While offers from concerns other than the above are not solicited, all responsible sources may submit a proposal which shall be considered by the agency. This action is anticipated to be accomplished through a cost-plus-fixed-fee contract for 1,100 hours (Basic & 2 Options) of post elimination/closeout environmental support services in conjunction with the elimination of the last PERSHING missiles under the Intermediate-Range Nuclear Forces (INF) Treaty. This support is required in three areas. The contractor shall conduct/review contamination studies and tests to assess the state of the environment at previous PERSHING elimination sites, provide environmental health and hazardous materials management support in order to ensure compliance with applicable industrial hygiene guidance in the dispositioning of residual non-Treaty limited items, and for maintenance of an overview of the post elimination program to include all post elimination site closure activities.
