The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD plans to acquire on a cost plus fixed fee, level of effort basis operational, maintenance, calibration, repair and technical and engineering services in support of the Propulsion and Power Engineering Department, Electrical Power Systems Division (4.4.4) (EPS) at Patuxent River. This contract will be a bridge between the present contract, N00421-90-C-0016 and the competitive follow-on solicitation, N00421-94-R-0064. It will have a 6 month period of performance and with a three month option. It provides for the timely continuation of EPS operations. The synopsis for the follow-on solicitation was published in the Commerce Business Daily on May 11, 1995 as an unrestricted full and open competition action. This bridge contract will be negotiated on a sole source basis with Eagle Systems, Inc., California, MD under the authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements) as it is necessary to continue operations at the EPS facility until the pending competitive acquisition can be implemented.
