The U.S. Department of Energy, Nevada Operations Office, is soliciting offers to supply and deliver firm electric service for two of its facilities: (1) the Nevada Test Site (NTS), Mercury, Nevada (60 miles NW of Las Vegas); and (2) the Losee Road Facility in North Las Vegas (NLV). Performance is for a 2-year base period plus four 2-year options. In 1997 the Nevada Test Site electricity requirements may reach 34 MegaWatts (MW), with about 176 gigaWatthours (gWh) of associated energy. The NTS load may drop to and remain at approximately 24.7 MW and about 125 gWh after 1997. Several options that permit DOE to acquire reliable, economical electricity (with flexibility) will be solicited. DOE is soliciting either bundled or unbundled services, such as: (1) full service at NTS; (2) full service at NLV; (3) a portion of the NTS energy requirements; (4) combining full or partial NTS energy requirements with transmission (capacity) and coordination services; and (5) delivery of its Western Area Power Administration allocation (2.2 MW; about 11 million kiloWatthours) to one of these facilities. DOE will consider additional or alternate points of delivery at NTS substations other than the existing interconnections. More than one award for the NTS is anticipated (minimum may be 3 MW).
