Y -- CONSTRUCT GOLF COURSE ADDITION Sol F26600-95-B-0710. Contact Ms Colwell, Buyer, Nellis AFB NV, 702/652-9117; or FAX 702/652-2532. Work consists of furnishing all plant, labor, materials, equipment, supplies, transportation, supervision, and all else necessary to accomplish the following work on Nellis AFB NV: (1) construction of a 5,800 square foot cart barn storage facility and starter area consisting of CMU walls with exterior stucco finish, standing seam metal roof, and light-weight concrete tile accent roof; installation of all electrical, mechaical, and fire alarm systems; installation of minimal cabinetry; and installation of a wash-down area; (2) replacement of the irrigation system on the existing 18-hole golf course complete with new main lines, laterals, irrigation head and controller systems (system shall be radio controlled); (3) realignment of five existing holes including adding two as a part of the new 9-hole addition to include the construction of four new greens, sand traps, grassing concrete cart paths and other amenities, and enlargements of two existing lakes, including liners; (4) demolishing the existing driving range; (5) construction of a new driving range to include new fencing, irrigation, concrete and grass tee areas, and a grassed landing area; (6) construction of a bridge crossing to include concrete bridge abutments and a prefabricated 60 foot steel bridge; (7) construction of a new 9-hole course to include all greens, tee boxes, sand traps, obstacles, fairways, cart paths, irrigation system, grassing, lake with remote rest room/pumping facility and associated utilities (water, sewer and electrical work); and (8) installation of landscaping on the new and existing courses. The irrigation contractor and/or subcontractor and the golf course finish work contractor shall be qualified contractors who have completed at least three similar public or private projects in the last three years. The projects shall have the following characteristics to be considered similar: a minimum of thirty-six completed holes which includes new green construction; new tee construction; new irrigation construction; new sand bunker construction; and complete grading, shaping, grassing and draingage work for the thirty-six holes. The rough grading and fine grading and finish work for the golf course fairways, greens and bunkers will be under the direct supervision and control of the golf course Construction Manager. Evidence demonstrating satisfactory experience for both the irrigation and golf course finish work must be submitted prior to award. If a bid is submitted by a joint venture, at least one member of the joint venture must demonstrate the above experience for both the irrigation and golf course finish work. The estimated dollar value of this project is between $1 million and $5 million with a performance period of approximately 210 calendar days. The applicable SIC for this acquisition is 1629 with a three year average annual small business size standard of $17 million. The proposed contract listed here is Nonappropriated Fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. NAF funds are generated by the military community ``through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve Federal tax dollars. All firms, including small and small disadvantaged business concerns, shall be given maximum practical opportunity to compete for award of NAF contracts. Therefore, replies to this notice are requested from all business concerns. There is a $54 non-refundable charge for each solicitation set provided. Payment must be by Cashier's Check or Money Order and made out to the Treasurer of the United States. Personal and company checks are acceptable but will delay issuance by up to one week after receipt. Availability of the solicitation is limited and will be issued on a first come, first served basis to the extent available. Telephone requests will not be honored. Only written requests (FAX acceptable), received directly from the requestor on company letterhead, will be accepted.
