The Coast Guard is conducting a market survey for information purposes
only. The U.S. Coast Guard will not make a procurement as a result of
this notice. The Coast Guard is seeking information on existing boat
designs which could be used, or modified for use, in support of the
U.S. Coast Guard NORCREW concept of operations. This information will
be used to assist in further defining the operational requirements of
the concept, the technical requirements of the boat, and determine the
acquisition strategy. The Coast Guard NORCREW concept of operations is
based on the Norwegian search and rescue boat manning practices. The
Coast Guard concept is for a crew of five to live aboard the boat for
a watch period of 48 to 72 hours. Two crews of five will be assigned to
each boat and will rotate watches. The on-watch crew will remain in
homeport standing by to respond to calls or will be free to roam the
operational area of responsibility remaining overnight at various
ports, marinas, or anchorages. The primary mission areas of the boat
will be search and rescue and law enforcement. The following are
expected requirements of the boat. DESIGN: Open ocean capable; LENGTH:
less than 65ft; APPENDAGE DRAFT: less than 5ft.; PROPULSION: diesel
(come home capability required on single shaft boats); SPEED AT FULL
LOAD: not less than 22 knots; RANGE: not less than 300 nautical miles;
ENDURANCE: not less than 72 hours; TOWING: up to 150 tons; STABILITY:
capable of meeting Navy DDS-079-1 intact stability criteria at 50
knots beam wind and one compartment damage stability criteria;
ACCOMODATIONS: berthing, messing and sanitary facilities for a five
member, mixed gender crew. Expected areas of technical emphasis:
Habitability, seakeeping characteristics, service life, supportability,
initial acquisition cost, and life cycle costs. Please respond directly
with a brief description of your product and any modifications that
might be required in order to meet these requirements. An elaborate
response is not required. The acquisition strategy is yet to be
determined. All responses received not later than July 30, 1995 shall
