A -- ADVANCED JOINT PLANNING (AJP) ADVANCED CONCEPT TECHNOLOGY DEMONSTRATION (ACTD) INTEGRATION SOL BAA95-36 DUE 073195 POC Dr. John Schill, ARPA/SISTO, FAX: (703) 522-6367. The Advanced Research Projects Agency (ARPA) is soliciting proposals for integration of various elements of advanced joint planning and information processing technology in support of the goals of Advanced Joint Planning (AJP) Advanced Concept Technology Demonstration (ACTD). The objective of AJP ACTD is to identify and enhance operational capabilities by appropriate technology insertion for Battle Staff command and control (C2). The Joint Task Force (JTF) Advanced Technology Demonstration (ATD) develops multi-service Command and Control (C2) systems which can be configured to effectively support ''No-Notice'' crisis planning, analysis, and rehearsal. The ACTD integrates emerging C2 technologies for specific CINC concept of operations (CONOPS). The ACTD will adapt ATD capabilities and other sources of applied technology for the CinC environment. It will fully exploit the information based services of the Global Grid from a doctrine and operational perspective. The ACTD will transition capabilities to the Global Command and Control System (GCCS) using the ARPA/Defense Information Systems Agency (DISA) Joint Program Office (JPO) Leading Edge Services (LES) pilot services model. The plan is to build prototype systems that are responsive to ongoing mission baselines within rapid technology evolution cycles of 6 to 18 months. By integrating and adapting JTF ATD computer tools, incorporating other advanced operational planning and execution sets of tools, and researching/assessing new emerging technologies the joint warfighting CinC should be provided with an order of magnitude improvement in command and control capability. The primary initial focus of the ACTD will address US Atlantic Command (USACOM) user-defined functional and mission requirements. The tool sets involved will be in the following domains: (a) Readiness assessment and deployment planning, (b) Force employment planning (c) Employment rehearsal and evaluation. Each tool and tool set will have a user developed CONOPS associated with it. The AJP ACTD will leave behind (two years sustainment) advanced, fieldable, maintainable and supported command, control, communications, computers, and intelligence (C4I) systems by utilizing on-site development, testing and demonstration techniques. The AJP ACTD will employ and advance potential new acquisition concepts, including process/domain modeling, for software integration through user-driven systems engineering and best commercial practices. Proposed integration work should investigate innovative approaches that lead to, or enable revolutionary advances in the state of the art of advanced joint planning and the transition of candidate technologies to the LES. The effort must produce results that are compliant to the JTF ATD architecture and focus on interoperability of existing and emerging planning support software with evolving user CONOPS. ''Change is the baseline.'' A pre-proposal conference will be held on June 27, 1995, 4:30pm to 6:00pm EDT at the Crystal Gateway Marriott in Crystal City, Virginia. The conference will enable the AJP-ACTD Program Manager to give guidance concerning potential proposals, and answer questions concerning the BAA. The terms and specifications remain unchanged unless the BAA is amended in writing. SUBMISSION INFORMATION: Proposals are due NLT 4:00 pm EDT, July 31, 1995. Five (5) copies of full proposals should be forwarded to ARPA using the Contact Address. The cover page should be plainly marked ''Proposal for BAA 95-36'' and should indicate the major area '' Advanced Joint Planning (AJP) ACTD''. Before submission, proposers must obtain a Proposal Information Packet (PIP), ''BAA 95-36 Proposal Information Packet'', describing the process of proposal submission and evaluation, the format for submission, as well as other pertinent guidelines. The packet may be obtained by electronic mail using the Contact Addresses information included in this announcement. Proposals must focus on a larger-scale integrated system effort that brings the capabilities of joint planning to bear on improving military readiness within a changing user CONOPS. Proposals may involve multiple groups, as collaborative efforts and teaming are encouraged. In addition they may involve industrial cooperation and cost sharing. Evaluation of proposals will be accomplished through scientific review using the following criteria, listed in descending order of relative importance: 1) technical merit, 2) relevance to ARPA's mission, 3) qualifications of personnel, 4) related experience of offeror, 5) capability, and 6) cost. Individual proposal evaluations will be based on acceptability or unacceptability without regard to other proposals submitted under the announcement. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. All responsible sources capable of satisfying the Government's needs may submit a proposal which shall be considered by ARPA. No portion of this BAA will be set aside for HBCU and MI participation due to the impracticality of reserving this solicitation for exclusive competition among these entities. HBCUs and MIs are encouraged to submit proposals and to join other organizations in submitting proposals. A total of approximately $12 million is available. This estimate is based on present budget projections and estimation of potential synergistic efforts. ARPA anticipates the award as one major integration proposal for funding. The integration award is anticipated to be a contract which will be handled through an agent selected by ARPA. The BAA as published in the CBD, in conjunction with the Proposal Information Packet (PIP) constitutes the BAA as contemplated in FAR 6.102(d)(2), and is the only information ARPA provides as required with regard to BAA 95-36. Requests for additional information, other than purely administrative questions or correspondence, will be disregarded. No formal RFP or other solicitation regarding this announcement will be issued.
