A -- MICOM BROAD AGENCY ANNOUNCEMENT (PART 2 OF 2) SOL DAAH01-95-R-RB01 POC (RDPC) Marsha Koehn, Contract Specialist, AMSMI-RD-PC-GX, 205/876- 7499, Jimmie Ray, Contracting Officer, Synopsis Number R152-95. Part 2 of 2. Specific technological areas of interest include: A) Body fixed starting infrared imaging seekers with advanced signal processing technology for developing signals for missile guidance, B) Advanced starting infrared imaging seekers (gimballed), C) Multi-spectral sensors and seekers, D) Alternative (as opposed to Mercury Cadmium Telluride) LWIR staring focal plane array sensors, E) Unique and innovative infrared optical and sensory techniques. Funding: Up to $3M in FY96 and $5M in FY97 may be allocated to this effort in one or more tasks. Proposals received shall be evaluated in accordance with evaluation criteria specified herein through a peer or scientific review process by highly qualified subject-matter experts within the government. Selections for contract award shall be based on a competitive evaluation using the following criteria: (1) Technical consists of the overall scientific and/or technical merit and scientific quality of the proposal, the offeror's capabilities, related experience, facilities, techniques, or unique combinations of these which are integral factor for achieving the proposal objectives, the qualifications, capabilities, and experience of the proposed principal investigator, team leader, and other key personnel who are critical to achievement of the proposal objectives. (2) Mission relevance consists of the potential contributions of the effort to the agency mission. Cost will be evaluated but not scored and consists of the availability of funds and the reasonableness and realism of proposed costs and fees, if any. Each proposal will be evaluated on the basis of all of the above factors. The technical quality of the proposal is three times more important than the importance to agency programs. Selection will be based on the best value to the government. Each topic may generate more than one contract award. Additional Information: This BAA constitutes the solicitation, and no formal booklet/Request for Proposal will be issued. This announcement will remain open through 10:00 A.M. CDT Aug 31, 1995, and proposals may be submitted any time during this period. Proposals will be evaluated as they are received. The offeror will submit a combined technical and management proposal limited to approximately 50-75 pages, including one page executive summary of the technical and management proposal. The technical and management proposal shall include full discussion of the scope, nature, and objectives of the proposed research effort; rationale for the technical approach and methodology and expected results of their contributions of USAMICOM goals; a separate Statement of Work (SOW) suitable for contractual incorporation should be incuded with the proposal (excluded from page limitations); schedule of milestones: related research efforts performed in the past; resumes of key personnel; facilities/equipment, prior, current or pending support and identification of rights data or computer software, if any. The offeror's cost proposal has no page limit and shall be submitted as a separate document on SF 1411, if applicable, together with supporting detailed cost data, including any subcontractor data, in accordance with FAR 15.804-6. Include a summary of the cost proposal at the cost element level (i.e. total direct labor, G&A). Summary should include a funding profile by fiscal year. Offeror's proposal should remain open for acceptance by the government for a period of 120 days. Security Requirements: the offeror may be required to obtain a SECRET facility clearance prior to contract award. Proposals selected will be awarded by an appropriate contract to be signed by the offeror and a government contracting officer. Any negotiations that may be necessary will be conducted between the offeror and the government contracting officer or representative. Upon selection for award of a contract, the contractor will be required to complete government-furnished certifications and representations and to make certain legal commitments through acceptance of government contract clauses in the contract.
