Agency (DISA) intends to issue a competitive solicitation for systems
engineering and technical assistance for the Joint Interoperability and
Engineering Organization (JIEO), Center for Engineering (CSE) for
Nuclear C3 analytical support including systems analysis, system
engineering, and analysis support. Other analytical support consists of
quantitative support to include broad assessments and scenario
wargaming of strategic C3 for current, programmed, and potential US
nuclear C3 systems architecture; trade-off studies of component systems
in support of particular missions; systems engineering analyses to
improve the mission performance of component systems (e.g., Ground wave
emergency network (GWEN)), and/or groups of systems (e.g. VLF/LF);
computer model development, enhancement, and use in support of these
analyses; and development of new nuclear c3 support. A TOP SECRET
clearance is required as a minimum to perform. The nature of the
support requires the contractor to have knowledge and experience in the
areas to include but not limited to: (1) nuclear C3 system, (2)
capability to operate Government-furnished computer C3 analysis
models/tools to include (a) WAAM - WWMCCS Allocation and Assessment
Model, (b) IONCAP - An NTIA development model for predicting H link
performance in a benign environment, (c) SCT - A DISA/JIEO developed
model for assessing the performance of Single Channel Transponder Links
in a benign environment, and (d) any of the WE---COM family of
software. Due to the amount of coordination necessary, the contractor
must perform at least 80% of the management and technical support in
the Washington, D.C. Area. The anticipated period of performance is
December l995 to December l996 with four one-year option years also to
be included for a total performance period of 60 months. The
government estimates the following technical staff-months (TSMS) of
effort for the Base year 36 TSMS and 36 optional TSMS and the same
number of TSMS for each of the option years. A classified reading room

appointment, personnel (security) clearances (PCLs) up to and including
TOP SECRET will be provided to DISA Security Manager, Ms Penny Gray,
CODE JEEM at the above address or faxed to 703-696-1964. The contractor
is responsible for certifying ''need-to-know'' for the individuals
designated to read the classified data and shall incorporate this
requirement into the Visit Authorization Request. Any questions
regarding PCLs should be addressed to Code JEEM. Allow five(5) workdays
for receipt and processing of clearances before arranging an
