NASA/Goddard Space Flight Center (GSFC) intends to issue Request for
Proposal (RFP)5-15682/240 on a sole source basis for a firm fixed price
contract with the University of Minnesota (UM), to provide a mass
spectrometer cap sealing unit. The cap sealing unit, which has already
been built, will be used to seal two mass spectrometers fabricated by
UM for the Return Flux Experiment (REFLEX). In addition to the unit
itself, UM will provide the unit's disassembly, transportation, and
reassembly at GSFC as well as an instruction manual and training on
operating the unit. The required cap sealing unit must be fully
compatible with the two Mattauch-Herzog mass spectrometers previously
procured by GSFC from the university. If any other cap sealing unit is
used, it would have to be modified to be compatible with UM-built mass
spectrometers, and the cost of such modification would be significant.
UM has designed, fabricated, tested, and delivered several mass
spectrometers for GSFC. As a result of these efforts, UM has furthered
its unique capabilities in the field of mass spectrometers including
sealing technology. Furthermore, this requirement is a continuation of
the existing NASA REFLEX effort and requires extensive knowledge of
the previous work performed. Overall, we believe that the Univeristy of
Minnesota is the only organization that can provide the cap sealing
unit capable of meeing the Government's requirements without
significant development time and cost, which would impact the REFLEX
schedule. Based on the foregoing, the UM is considered uniquely
qualified under the statutory authority of 10 U.S.C.2304 (c)(1), as
Only One Responsible Source. Any other parties desiring consideration
are requested to fully identify their capabilities in writing within
fifteen (15) days of the publication of this synopsis to the GSFC
