The Department of the Treasury's Financial Management Service intends to negotiate a contract on a sole source basis with Information Resources Engineering, Inc. (IRE), 8029 Corporate Drive, Baltimore, MD 21236 for equipment, software, maintenance and related support services for an Electronic Certification System (ECS). The ECS, which was purchased from IRE, adds electronic signatures to an electronically submitted SF 1166 Voucher and Schedule of Payments. The voucher, submitted by agencies, requests FMS to disburse funds on behalf of the agency. The electronic signatures are added by use of a cryptographic process using the Data Encryption Standard (DES). Each Certifying Officer who submits an SF 1166 electronically has a unique cryptographic key assigned by the system's Key Management System (KMS). A secure board, called the Personal Computer Encryption Module (PCEM), in the agency's PC provides protection for the cryptographic information. Both the KMS and the PCEM are proprietary to IRE. The period of performance will be from the date of award through September 30, 1996, with 4 1-year option periods. Interested vendors must submit a written capability statement, which clearly demonstrates their ability to fulfill this requirement, no later than 15 days after the date that this synopsis is published.
