Sources Sought: The government intends to procure on a sole source
basis, with Perkin-Elmer Corporation, Norwalk, Connecticut, under
statutory authority 41 U.S.C. 253 (c) (1), as implemented under FAR
6.301-1 (b) (1) (i), for maintenance service for a PE Sciex API-3 Mass
Spectrometer. This service is intended for use by the National Marine
Fisheries Service, Charleston Laboratory, Charleston, South Carolina.
The anticipated contract will be a firm fixed price. The contractor
shall make preventative maintenance or emergency service calls; conduct
routine maintenance such as checking system calibrations, conducting
vacuum system maintenance, cleaning ion sources; and provide automatic
hardware and software upgrades. The following evaluation criteria will
be used to evaluate responses: (1) Parts Supply - Contractual
agreements for manufacturer's repair parts and contractual agreements
for delivery speed; (2) Preventative Maintenance - Number of
preventative maintenance visits per year and Services provided on
maintenance visit; (3) Qualifications of Personnel - Relevant
experience and training for personnel, Number of service personnel in
southeastern region, and Location of home base of service personnel;
(4) On call service - Number of service visits per year, On-site
response time, and Availability of back-up personnel; (5) Telephone
support - Availability during working hours, Availability after working
hours, and Scientific and technical support quality; and (6) Offeror's
past performance - Relevancy of previous NOAA/NMFS work and Quality of
performance on previous contracts. The proposed contract action is for
services for which the Government intends to solicit and negotiate
with only one source under the authority of FAR 6.302-1. Interested
parties may identify their interest and capability by submitting a
required qualifications statement. However, all proposals (including
responses to the qualifications and capabilities statement items listed
above) received within forty-five days after the date of publication of
this synopsis will be considered by the Government. The contract will
be for an initial 12 month base period and will contain options to
extend performance for two 12 month option periods pending availability
of funds. Solicitation No 52WCNF506073MW will be issued O/A 07/31/95.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. If no qualified responses are received, the Government
intends to contract with Perkin-Elmer Corporation, Norwalk,
Connecticut, which is the only known source for the required services.
All responsible sources may submit a bid, proposal or quotation which
shall be considered by the agency. Copies of the solicitation will
only be provided in response to written or faxed requests received
directly from the requestor. Telephone requests will not be honored.
Satisfactory receipt of faxed request is the sole responsibility of the
