S -- REMOVAL OF DEWATERED/DIGESTED SLUDGE FROM SEWAGE TREATMENT PLANT, FORT LEWIS, WASHINGTON SOL DAKF57-95-B-0069 DUE 081595 POC For bid package contact Susan Newby at ext. 215. (Site Code DAKF57) The contractor shall provide equipment and labor for the removal and subsequent composting of digested/dewatered sludge generated by the Sewage Treatment Plant at Fort Lewis, Washington. The annual estimated amount of sludge to be removed is 2500 tons. Depending on the dryness of the sludge, the contractor shall provide a dump truck or top loading tanker truck for removal. Removal service is required within 4 days of notification. The maximum removal amount per service call is 100 tons. The sludge shall be moved to a permitted composting facility. The contractor shall be responsible for providing and performing the proper collection, transportation, composting/treatment or disposal in accordance with all local, state and Federal regulations. Labor and equipment to load the sludge into the contractor's vehicle will be provided by the Government. The Government will also provide the contractor with analytical test results in accordance with 40 CFR Part 503. The contract period consists of a Base Period and three one-year option periods. The proposed procurement listed here is being considered for 100 percent set-aside for small disadvantaged business (SDB) concerns or 100 percent set-aside for small business (SB) concerns. Interested SDB and SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform and if a SDB, provide a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB or SB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB and SB concerns. Small disadvantaged business concern means a small business concern that is at least 51 percent unconditionally owned by one or more individuals who are both socially and economically disadvantaged, or a publicly owned business that has at least 51 percent of its stock unconditionally owned by one or more socially and economically disadvantaged individuals and that has its management and daily business controlled by one or more such individuals. This term also means a small business concern that is at least 51 percent unconditionally owned by an economically disadvantaged Indian tribe or Native Hawaiian Organization, or publicly owned business that has at least 51 percent of its stock unconditionally owned by one of these entities, that has its management and daily business controlled by members of an economically disadvantaged Indian tribe or Native Hawaiian Organization, and that meets the requirements of 13 CFR 124. Socially disadvantaged means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged. Concern means any business entity organized for profit with a place of business located in the United States, including, but not limited to an individual, partnership, corporation, joint venture, association, or cooperative.
