bidding on civil engineering work by the Third District Port
Construction Bureau; 3) firms that score at least 1,350 points in civil
engineering work in a formula calculated from bidding company's
objective criteria at the time of application for qualification; 4)
firms that have -- since 1990, as the main contractor -- actually
constructed internal structures of a submerged caisson tunnel as part
of civil engineering work after installation of caissons; 5) firms that
can assign to the Construction site a full-time chief engineer or
engineering supervisor who meets the following criteria: a) is
qualified as a certified first-class Construction supervisor or
engineer (in building work); B) has, since 1990, had experience with a
project as described in item (4) above as field representative, chief
engineer, or engineering supervisor; and C) in the case of engineering
supervisor, is qualified to supervise designated Construction work; and
6) firms not currently suspended from designation by the director of
the Third District Port Construction Bureau. This project is open only
