NASA EARTH OBSERVING SYSTEM PROGRAM. The Goddard Space Flight Center,
which has a need for a high quality spectroscopic database for
instrument and algorithm development, intends to issue Request for
Proposal (RFP)5-19037/258 on a sole-source basis to the Smithsonian
Astrophysical Observatory (SAO). Using the HITRAN database, SAO will be
responsible for: 1) Providing line-by-line and cross-section data, for
atmospheric species of importance to EOS; 2) Providing software for
DOS/Windows, UNIX, and Macintosh (System 7) computers for handling
spectroscopic data such as plotting, references and on-line help; 3)
Hosting a biannual workshop to provide user support of the database and
to bring together the major contributors and users of spectroscopic
information on the database, 4) Initiating network capability to allow
users to obtain the most recent validated data in a timely fashion.
The HITRAN spectrocopic database is the international standard for
spectroscopic information on atmospheric constituents. SAO has the
uniquely qualified staff and past experience to perform this effort.
The anticipated contract type will be cost reimbursable (Cost-No-Fee)
with a period of performance of three (3) years. Any other persons
desiring consideration are requested to fully identify their interest
and capabilities in writing within 15 calendar days of the date of
publication of this synopsis. Any request for consideration must be
mailed to the attention of the Contract Specialist above (see Note 22).
