INCORPORATED invites proposals to pursue business ventures involving
commercial products and/or services derived from technologies or
capabilities of the Small Satellite Technology Initiative's CLARK
satellite. The Small Satellite Technology Initiative (SSTI) is a key
element of NASA's new Technology Investment (NTI) package and an
important component of U.S. national technology policy. One of the
fundamental goals of the CLARK Small Satellite Technology Initiative
(SSTI) commercialization program is to create new business
opportunities for selected CLARK-derived products and services. To
accomplish this goal, CTA INCORPORATED proposed to award grants to
eligible firms to demonstrate the commercial application of
CLARK-derived technologies products or services and to develop business
plans for their commercialization. CTA INCORPORATED is issuing a
competitive Announcement of Opportunity (AO), anticipating the award of
five to ten grants totaling up to $500,000 for promising
commericalization projects. There are no limits on the minimum or
maximum grant amount that may be requested for a commercialization
project and eligible firms may submit more than one proposal. In order
to facilitate the proposal selection process and reduce the resource
burden on proposers, a two step selection process is being implemented.
The first step involves five page white papers which briefly describe
the proposed project. White papers are strongly encouraged, but not
required, from all organizations planning to particpate in this
announcement. These white papers will be reviewed and early written
feedback will be provided to potential proposers. The second step
involves submission of full proposals. White paper and proposal
requirements are detailed in the AO. Thirty-six (36) advanced
technologies associated with the CLARK satellite are being made
available for commercialization, in addition to CLARK satellite
capabilities. Detailed descriptions of these technologies and
capabilities are provided in the Technology Synopsis which is a section
of the AO. Potential proposers are encouraged to identify and seek
commercial applications of these technologies in a variety of
industries. Commercialization may involve innovative applications for
aerospace industry use. However, preference will be given to
non-aerospace applications, particularly in one or more of the
following industry segments: Medical/Health; Transportation;
Manufacturing; Consumer Products; Communications; Environmental
Management. The AO grants may be used for purposes such as market
research, business plan development, technical demonstration, prototype
production, or any other purpose that the proposer can show will make
a significant contribution toward the successful commercialization of
a CLARK technology or capability. Proposers are encouraged to provide
co-funding for proposed projects. Although there is no specified
minimum requirement for co-funding under this announcement, co-funding
will be considered in the evaluation. An evaluation of proposals will
be conducted by technical and business experts, based on commercial,
technical, financial, and management criteria. Selections will be
announced by 1 January 1996. Proposers should expect the duration of
each project to be approximately one (1) year. Projects are expected to
be completed by March 31, 1997. A draft of the AO solicitation will be
available on June 19, 1995. The final announcement of opportunity is
expected to be available on July 19, 1995. White papers will be due
August 21, 1995. AO Workshops will be conducted at NASA GSFC in
Greenbelt, MD on September 25, 1995 and at JPL in Pasadena, CA on
October 2, 1995. Proposals will be due November 1, 1995. Copies of the
draft and final AO will be available by request, or through the
