Notice to contract on a sole source basis with Enders Associates, for the following services; Assessment of the training and personnel requirements needed to assure continued expertise in new and developing aviation technology and accident investigation techniques, and to assist in the development of a plan for acquisition of the identified skills. Identify existing and emerging technological and operational developments that necessitate upgrading of present expertise and acquisition of new skills within NTSB Aviation Staff. Evaluate anticipated needs compared with present capabilities of existing staff and current training programs. Identify unused or underutilized training programs and resources that can provide necessary staff technical development. Identify, if any, new staffing specialties necessary for the acquisition of technological skills that are not present in the existing NTSB workforce and recommend means of acquiring them either by special training or staff augmentation. Prusuant to the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a) (2) (iii), the government considers the item specified as a sole source from Enders Associates and proposes to contract with the firm on that basis.
