Murrell, 202-205-6621 The management and technical assistance sought
under this program announcement will require the furnishing of services
by small businesses, Historically Black Colleges and Universities, and
other minority educational institutions to small business concerns who
are SBA clients. These services will be delivered on or about October
1, 1995, pending the availability of Fiscal Year 1996 funds. This
announcement for proposals is designed to assist SBA's Division of
Management and Technical Assistance in meeting its goal of providing
management and technical assistance to individuals or enterprises
eligible for assistance under Sections 7(i) and 8(a) of the Small
Business Act, as amended. These services will be especially geared to
small business concerns located in urban and rural areas with a high
concentration of unemployment or low-income individuals and to SBA 8(a)
program participants. Organizations submitting applications/proposals
must provide at least 50% of the required services in-house, and are
permitted to use outside consultants for the remaining 50%. Applicants
must have been providing management and technical assistance services
to the commercial public on a continuous basis for a period of at
least one year prior to the release date of this announcement within
the geographical area stipulated in the service requirement to which
they are responding. Following are geographical areas stipulated in one
or more of the 13 service requirements in the program announcement:
Maine; New Hampshire; Vermont; Connecticut; Rhode Island;
Massachusetts; Maryland; Delaware; most counties in Pennsylvania;
Kentucky; Harris, Fort Bend, and Montgomery counties in Texas; and
Wyoming. Applicants must submit their application/proposal on or before
August 9, 1995 at 4:00 p.m. local time at the respective SBA District
Office. There will be no pre- award or post-award conferences in
