Vaughn/210-536-5645. The Air Force through the Construction Management
Division of the Air Force Center of Environmental Excellence intends
to procure a one-step Design-Build project for the Design and
Construction of Military Family Housing at Keesler AFB, MS. The project
will include the design and construction of 98 units with a priced
option for an additional 20 units. The scope of work includes design
and construction of a complete and usable project consisting of all
labor, consultant services, materials, equipment, and all necessary
site improvements, structures and off site work (utilities, road, etc.)
as maybe required for the construction of the new housing on Government
owned land at Keesler AFB, MS and will result in a complete and ready
for occupancy Family Housing area. Scope of this project also includes
demolition of an equal number of existing Wherry Housing units. The
Government will provide technical requirements. Competition will be
unrestricted. The Air Force intends to obtain the housing by
negotiations with qualified proposers based on technical and cost
competition source selection procedures. The total estimated amount
available for this project is between $5 million and $10 million for
the initial project and $1 million to $5 million for the option.
Proposals will be solicited on a firm fixed price lump sum basis.
Performance and payment bonds will be required. The total project
performance period is expected to be 18 months for the initial period
which will include the option performance period. The option if
exercised, will be within the first 180 days of the contract award.
Proposals will be evaluated based on the technical merit and price. No
telephone requests for the solicitation package will be accepted. The
anticipated release date of the request for proposal (RFP) will be
approximately 30 calendar days from publication of this announcement.
The RFP will provide proposal requirements for those offeror's who wish
to be considered. Offerors will have approximately 45 days from the RFP
release date to submit their proposals. A pre-proposal conference and
site visit will be held, at Keesler AFB, MS approximately 21 days after
the release of the RFP. Project definition documents (concept design
and specifications) will be provided with the RFP. Source lists will be
provided with the RFP package upon request. All responsible sources
meeting the criteria set forth in RFP may submit a proposal which will
cite RFP number F41622-95-R-0044 and shall be directed to David
Blocker at the address specified at the beginning of this
advertisement. This office shall not provide more than one RFP copy per
requester. The proposal selection and contract award shall be based
upon the following areas in descending order of importance; level of
housing design and construction experience, performance on past
projects, and project cost. The CCL for this project is basic $8.4 mil
