AMSLE-AC-CC-A-CC. NSN: 5855-01-398-4315, AN/PAQ-4C Infrared Aiming
Light (IAL) System, for a potential quantity of approximately 20,719
each. Delivery to begin January 1996, at a rate of approximately 1,000
to 1,500 per month. There is a possibility the requirement will be
classified as a Small Business set-aside. The IAL System consists of an
IAL assembly, a remote electrical switch with cable hangers, an
M16A1/A2 mounting bracket, bracket adapters, an operator's manual, a
carrying bag and a shipping & storage case. The IAL assembly projects
an eye safe infrared laser beam that can be detected with AN/PVS-5()
and AN/PVS-7() Night Vision Goggles (NVG) but not by the unaided eye.
The IAL assembly mounts on an M16 via mounting bracket/adapters and
allows soldiers with NVG to deliver accurate weapon fire at night. This
procurement will also include a requirement for the following spare
parts: a thumbscrew, quantity 20,719 each plus 7,000 each; an On/Off
Remote Electrical Switch with Cable Hangers, quantity 7,000 each; an
M-16 Mounting Bracket, quantity 7,000 each. This procurement includes
a First Article Requirement, which may not be waived. The award will be
a Firm-Fixed Price contract and the successful offeror will be
determined by the proposal that offers the ''Best Value'' to the
Government. The current source for the system is Insight Technology,
Inc., Londonderry, NH. Detailed mechanical drawings that prescribe the
composition and three dimensional geometric configuration of the
system components are available from the Army. Several enhancements are
required for this procurement. These include an enhanced M16 mounting
bracket and a change to reduce laser blooming during zeroing. Most
recent representative unit price was $305.10 each, for a quantity of
4,200, awarded in 1992. The Government provides this data without
assuming responsibility for its accuracy, or for any conclusions or
interpretations which may be drawn from this data. The data is provided
solely for informational purposes, and should not be relied upon as a
basis for preparation of an offer. All responsible sources may submit
a proposal which shall be considered by the Agency. The U.S. Army
Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFP's). Draft specification #5009482A and
Statement of Work are currently on the EBB under CECOM Solicitations.
Solicitation number is DAAB07-95-R-J711 and the EBB number is 620. As
of 1 January 1995, hard copies of solicitations will no longer be
distributed. (Exceptions are Post, Camp and Station acquisitions.) All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from CECOM EBB system. To become
a user of the EBB you will need an identification code and password in
addition to a computer terminal equipped with the necessary hardware
and software to interface with the EBB system. Detailed information
regarding system requirements is contained in the U.S. Army CECOM EBB
User's Manual. A User's Manual, Identification Code and password will
